NOTICE OF CITY ELECTION
Pursuant to an order of the City
Council, Burleson County, Texas,
an election is hereby ordered to be
held in the City Hall in the said
City of Caldwell, on the first Tues-
day of April, 1960, the same being
the 4th day of April, 1960. For the
purpose of electing a Mayor and
two Aldermen, to serve a term of
•me years.
AU qualified voters under the
coMbtutional laws of the State
of lasas who have resided in the

at that election.
Said election will be held and
conducted under the general law

virtue of the power vested in me
by law, do hereby order that an
election be held in the City of
Caldwell, Texas, on April 4th,
1960, being the first Tuesday
thereof, for the purpose of electing
the following officers of said City

ING THE PROCEDURE FOR
CANDIDATES TO FILE FOR
THE OFFICES OF MAYOR, AL-
DERMAN (OR COMMISSIONER)
AND OTHER OFFICES FOR THE
CITY OF , TEXAS;
PROVIDING FOR ELECTION OF-
FICERS, PLACE AND MANNER
OF HOLDING CITY ELECTIONS
AND PROVIDING FOR NOTICE.
BE XT ORDAINED BY THE
CITY OF THE CITY OF CALD-
WELL, TEXAS:
Section 1. All elections pertain
ing to municipal affairs shall be
governed by the electiot laws of
the 8tate of Texas. In all city
elections, the Mayor, City Secre
tary (or Clerk), or the governing
body shall do and perform each
act in other elections required to
be done and performed respective-
ly by the County Judge, the Counly
Clerk, or the Commissioners' Court.
In all city elections the Mayor, or
if he fails to do so, the governing
body, shall order the election, give
notice and appoint election offic-
ers to hold the election. In general
elections for officers the notice or
proclamation shall be issued and
posted at the polling places not
later than thirty days before the
first Tuesday in April of the year
in which the election is to be held.
Section 2. Any eligible and quali-
fied person may have his naine
printed upon the official ballot as
an independent candidate for the
office of Mayor or Alderman (or
Commissioner) or other city of-
fice by filing his sworn applica-
tion with the Mayor at least thirty
(80) days prior to the election
day. The application shall state
the specific office or place being

the applicant is eligible and quali-
fied under the laws af the State
of Texas to become a candidate for
and hold the office being sought, if
elected.
Section 3. (a) The form of the
sworn application shall be sub-
stantially as follows:
"To the Mayor of the City of

printed on the official ballot as an
independent candidate for the of-

voted upon at the city election to

19 ; and I hereby certify that I
am qualified to make this applica-

signed by qualified electors, al-
though such petition is not re
quired.
(c) Such sworn application shall
be accompanied with an executed
copy of the "Loyalty Affidavit" a«
required by Article 2978a, Ver-
non's Texas Statutes, in sub-
stantia^ the following form:

Section 4. The names of all
those who have filed their sworn
applications to have theirnamea
printed on the official ballot as
candidates shall be posted by the
City Secretary in a conspicuous
place at his office for the inspec-
tion of the public for at least ten
days before he orders the ballots
to be printed. All objections to
the regularity or validity of the
application of any person shall be
made within five days after such
posting, by written notice filed
with the City Secretary, setting
forth the grounds of objections
In case no such objection is filed
within the time prescribed, the Ja-
ifularity or validity of the applica-
tion of no person whose name is no
posted, shall be thereafter con-
tested. The City Secretary ahull
preserve in his office for a period
of two years all applications, no-
tice of objections and other related
papers.
Section 5. Any person eligible to
the office of Mayor, Alderman(or
Commisssioner) or other office who
has filed his sworn application it
accordance with the provisions of
this ordinance shall have his name
printed on the official ballots. Any
auch person may cause his name to
be withdrawn at any tiim- before
the official ballots are actually
printed, by filing in writing with
the City Secretary a request to
that effect over his own signature,
duly attested to by a Notary Pub-
lic. No name so withdrawn sh.ill
be printed on the ballots. Not lat-
er than twenty (20) days before
the city general election the City
Secretary shall have the officii! 1
ballots printed.
Section 6. Each qualified voter
who desires to cast an absent.*
vote and who expects to be abset.t
or. the day of the city general elec-
tion shall be entitled to an official
ballot and the right to cast such
ballot in accordance with the pro-
visions of Article 2966, Vernon s
Texas Statutes.
Section 7. That hereafter :ill
municipal elections shall be con-
ducted by one presiding officer or
judge and two assistant judges to
be appointed by the Mayor of tho
City of Caldwell, Texas; that the
presiding officer shall be compen-
sated for his services at the rate
of six dollars (66.00) per day and
Baid assistant judges shall be coin
pensated at the rate of five dollars
($6.00) per day, which services
shall be paid from the general fund
of the city. (If additional voting
places or help are used, this Sec-
tion should so specify.)
Section 8. That hereafter all
elections for the selection of offi-
cials shall be held at the City Of-
fice or City Hall in the City of
, County
Texas, between the hours of 8:00
A. M. and 6:00 P. M.
Section 9. The City Marshal (cr
Chief of Police) shall post a pro-
perly executed copy of the election
proclamation and notice at the
place (places) where the election

and spread in pasture for «rating
purposes after the outlets have
become established.
Cooperutors are also advised to
secure their pasture grass seed for
spriitK planting.
Mel'in Great house of the Cald-
well conservation group secured
2,000 Kudsu crowns t<> be planted
for erosion control, soil improve-
ment, and grasing. The Kudsu can
also be used for hay production
persons elected, and all newly
elected officers may enter upon
their duties on the fifth day there-
after, Sundays excepted. If any
such officer falls to qualify within
thirty days after his election, nis
office shall be deemed vacant, and
a new election held to fill the
same.

Kudsu crowns to plant for erosion
control and soil improvement.
Clarence Boriack of the Fedor
conservation group obtained 300
Kudsu crowns to plant for soil im-
provement, and erosion protection.
DeWitt Hurzke of the String
Prairie conservation group obtained
1,500 Kudsu crowns to plant for
erosion control, soil improvement,
and hay production.

School conservation group has had
technicians assisting the Burleson-
Lee Soil Conservation Histri t
stake a farm pond. The pond will
furnish livestock water.
Legume crops should be left on
the land as long as possible to ob-
tain a large growth. To gain more
growth means more organic mat
ter which supports soil bacteria
and fungi; thereby, enhances the
bringing of insoluble soil minerals
into solution. It improves the phy-
sical condition of the soil and in-
creases water holding capacity.
Legume crops also improves aera-
tion and regulates noil «tempera-
ture and serves as an important
source of nitrogen and other plant
food elements to increase produc-
tion.
We can not improve and main-
tain the productivity of our soils
without regularly replenishing or-
ganic matter. Practices for main-
taining and replenishing organic
matter include the following:
(1) Growing sod, cover und
green manure crops on the soil.
(2) Conserving and applying
manure to the soil.
(3) Conserving and upplying
crop residue to the soil.
