or any lending agency thereof, or to bonds pledged as collateral
to secure payment of any loan made by said Government or
agency thereof to any such district; provided, however, that
any district borrowing money or receiving aid from the Government
of the United States or any lending agency thereof as
herein provided may enter into such agreements with respect
to the deposit and safe keeping of the proceeds of such loan or
of the proceeds of taxes, assessments, and other revenues levied
or pledged for the repayment of such loan or for the payment
of bonds issued in evidence of such loan, as may be required
by the Government of the United States or by such lending
agency, notwithstanding any provisions of the General Laws
relating to the selection of district depositories and the deposit
of district funds.
SEC. 6. If any section, sentence, clause or phrase of this
Act is held to be unconstitutional or invalid for any reason,
such invalidity shall not affect the validity of the remaining
portions of this Act.
SEC. 7. The public importance of this measure, and the fact
that its enactment will be a material aid in securing employment
for many citizens in this State, create an emergency and
an imperative public necessity requiring the suspension of the
Constitutional Rule requiring bills to be read on three separate
days in each House, and the said Rule is hereby suspended, and
this Act shall take effect and be in force from and after its
passage, and it is so enacted.

by a vote of 23 yeas, 2 nays; passed the House, February 13,
1934, by a vote of 106 yeas, 5 nays.]
