16 GENERAL AND SPECIAL LAWS.
for the acquisition, erection, construction, or equipment of any
building by either of said boards is hereby authorized, ratified,
validated, and confirmed.
SEC. 13. The fact that the institutions of higher learning
in Texas are in urgent need of buildings that are for the good of
the institutions and the moral welfare and social conduct of the
students of such institutions, and the fact that there is not
sufficient money in the treasury of the State of Texas with
which to acquire such buildings, and the further fact that the
various boards of said institutions will be able to borrow money
under the provisions hereof only if arrangements for such loans
can be completed within the next thirty days, creates an emergency
and an imperative public necessity that the Constitutional
Rule requiring bills to be read on three several days in each
house be and the same is hereby suspended, and that this Act
shall take effect and be in force from and after its passage, and
it is so enacted.

by a vote of 28 yeas, 2 nays; passed the House, February 15,
1934, by a vote of 107 yeas, 19 nays.]

PROCEDURE AND PENALTY THEREFOR.

An Act amending Chapter 90, Acts of the First Called Session of the 43rd
Legislature, 1933, by adding to Section 1 thereof a new subdivision defining
the term "Counterfeit Stamp" as used in said Act; and further
amending said Chapter by amending Section 11 thereof, redefining the
offense prohibited therein, and prescribing the penalty for a violation
thereof; and further amending said Chapter by adding new sections
thereto authorizing a conviction for any offense prohibited by said Act
upon the uncorroborated testimony of an accomplice; authorizing courts
and tribunals having jurisdiction to compel witnesses to testify relative
to violations of said Act; providing that offenses committed, or prosecutions
begun, are to be conducted under the existing law; and declaring
an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. Section 1 of Chapter 90, Acts of the First Called
Session of the 43rd Legislature, 1933, be and the same is hereby
amended by adding a subdivision thereto, to be known as
subdivision (h), as follows:
"(h) The term 'Counterfeit Stamp,' as used in this Act,
shall mean any stamp, label, print, tag or token which evidences,
or purports to evidence, the payment of any tax levied
