REGULATING REGISTRATION OF NON-RESIDENT MOTOR
VEHICLES OR TRAILERS.
S. B. No. 85.] CHAPTER 27.
An Act to amend Section 2, Chapter 18, Acts of the Fifth Called Session
of the 41st Legislature; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Section 2, H. B. No. 83, Chapter 18 of the
Acts of the Fifth Called Session of the 41st Legislature be and
the same is hereby amended so as to hereafter read as follows:
"Section 2. A non-resident owner of a motor vehicle, trailer,
or semi-trailer which has been duly registered for the current
year in the State or country of which the owner is a resident and
in accordance with the laws thereof, may, in lieu of registering
such vehicle as otherwise required by Law, apply to the State
Highway Department through a County Tax Collector for the
registration thereof as provided in this Act, except that the
privileges granted as otherwise provided for in this Act shall
not apply to any motor vehicle, trailer, or semi-trailer operated
within this State for the transportation of persons or property
for compensation or hire. Provided, however, that motor vehicles
properly licensed in another State or country operated
for compenation or hire may be allowed to make not to exceed
two trips during any Calendar month and remain on each of said
trips within the State not to exceed four days, without being
registered in this State."
SEC. 2. The fact that the laws now on the Statutes of this
State do not permit a commercial vehicle operating for compensation
or hire to enter this State works a hardship on certain nonresidents
and is burdensome and the importance of an early
enactment of this measure creates an emergency and an imperative
public necessity for the suspension of the Constitutional
rule requiring bills to be read on three separate days in each
House, and said rule is hereby suspended, and this Act shall
take effect and be in force from and after its passage, and it is
so enacted.
Effective March 18, 1931.

0 nays; passed the House by a vote of 103 yeas, 0 nays; was
received in the Executive Office March 17, 1931, and in the
Department of State March 18, 1931, without the Governor's
signature.]
