14 GENERAL LAWS.
with the secretary or the board of directors application to have
their names printed upon the ballots to be used at an election.
Such applications shall be signed by such candidates, or by ten
qualified voters of the district, and shall be filed at least twenty
days prior to the date of such election. No candidate not so
nominated shall have his name placed on the official ballot at
such election, provided however that nothing herein contained
shall prevent the writing of a name of any candidate on such
ballot by any elector voting at such election.
SEC. 2. That all laws in conflict herewith be and the same
are here now expressly repealed.
SEC. 3. The fact that there is now no adequate provision
made for the nomination of Directors of Water Improvement
Districts in this State, constitutes an emergency and an imperative
public necessity that the Constitutional Rule requiring bills
to be read upon three several days in each House be suspended,
and said Rule is hereby suspended, and that this Act take effect
and be in force from and after its passage, and it is so enacted.
Approved March 10, 1931.
Effective 90 days after adjournment.

REGULATING EXEMPTIONS FROM AUTOMOBILE
LICENSE FEE.
S. B. No. 39.] CHAPTER 14.
An Act amending Section 3, Chapter 88, Acts of the Second Called Session
of the 41st Legislature, by adding thereto Section 3-AA; providing
that before issuing any license plates to those exempt by Law from
the payment of registration fees on motor vehicles, the approval of
the State Highway Department shall be had; and providing for the
revocation of license fee receipts and the recalling of plates delivered
to such persons, and the means and manner thereof; prescribing offenses
and penalties; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1._ That Section 3, Chapter 88, Acts of the Second
Called Session of the 41st Legislature be, and the same is hereby
amended by adding thereto the following Section to be known as
Section 3-AA:
"Section 3-AA. Before the delivery of license plates to anyone
engaged exclusively in the service of and operating vehicles
which are the property of the United States Government, or the
State of Texas, or any counties, or cities thereof, such application
shall have the approval of the State Highway Department
before said plates are issued to any such applicant, and if it
