8 GENERAL AND SPECIAL LAWS.
SEC. 5. The purchases and sales and leases herein authorized
shall be valid and binding only when approved by the assent of
the holders of at least three-fourths of the outstanding stock of
said companies given in writing or at meetings of the stockholders
of the companies, respectively, after due and legal notice as
provided by law. Certified copies of the deeds, leases, contracts
and agreements executed by the parties hereunder and of all
such assents of the stockholders in writing or of the records of
such corporate meetings authorizing the same, under the respective
hands of the secretaries of said companies, with their
respective corporate seals thereto attached, shall be promptly
filed with the Secretary of State of the State of Texas, in Austin.
SEC. 6. The authority to sell and lease conferred herein shall
be construed as several as to each of the companies.
SEC. 7. All courts within the State are required to take judicial
notice of this Act and of the powers and privileges herein
granted and conferred, in like manner as if the same were a
general law.
SEC. 8. The fact that important public interests are to be
subserved by the passage of this Act creates an imperative public
necessity and emergency which justify the suspension of the
constitutional rule requiring bills to be read in each House on
three several days, and such rule is hereby suspended, and which
require that this Act shall take effect and be in force from and
after its passage, and it is so enacted.

APPROPRIATION FOR LAW ENFORCEMENT.
S. B. No. 151.] CHAPTER 5.
An Act increasing the appropriation of the Governor for the fiscal year
ending August 31, 1927, for the payment of rewards and other expenses
necessary for the enforcement of the law, telegraphing and
telephoning and other expenses, including auditing; authorizing the
use of said appropriation together with said increase, in addition to
the purposes mentioned, for the purpose of paying the compensation
and expenses of procuring witnesses from outside of the State to appear
and testify before grand juries in any criminal investigation in
this State; or, appear and testify in any criminal prosecution, trial or
case in this State; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. There is hereby appropriated out of the State
Treasury, the sum of five thousand ($5000.00) dollars to supplement
for the fiscal year ending August 31, 1927, the appropriation
of the Governor for the payment of rewards and other
expenses necessary for the enforcement of the law, telegranhing
and telephoning and other expenses including auditing. The
appropriation now in existence for said purposes together with
said five thousand ($5000.00) dollars, shall in addition to said
