48 SPECIAL LAWS.
upon the trustees of independent school districts incorporated under
the General Laws of Texas for free school purposes only.
SEC. 4. The oustanding bonded indebtedness heretofore voted in
said Brackett Independent School District shall remain in full force
and effect and shall be chargeable against the territory which voted
it: provided, however, the board of trustees of said district, as herein
created, may order an election, without the necessity of a petition
therefor, for the purpose of determining whether or not the said
district as herein created shall assume such outstanding bonded
indebtedness.
SEC. 5. The board of trustees shall have power to and may appoint
a tax assessor and collector and board of equalization for said
district.
SEO. 6. The unsatisfactory condition of the schools in said district
creates an emergency and an imperative public necessity that the
constitutional rule requiring bills to be read on three several days
be suspended, and the same is hereby suspended, and that this Act
take effect and be in force from and after its passage, and it is so
enacted.
[NOTE,-The enrolled bill shows that the foregoing Act passed
the House of Representatives, 103 yeas, nays 1; and passed the
Senate, yeas 29, nays 0.]
[The foregoing Act was presented to the Governor of Texas for
his approval on the 12th day of February, A. D. 1923, but was not
signed by him nor returned to the House in which it originated,
with his objections thereto, within the time prescribed by the Constitution,
and thereupon become a law without his signature.]
Effective February 24, 1923.
