charge of the duties of said secretary and said assessor and collector
of taxes. And, said board of trustees shall furnish and
provide a suitable fireproof cabinet or vault for the proper protection
of the books and records of said school district from fire
hazard.
SEC. 12. The board of trustees of said French Independent
School District as created by this Act shall have and is hereby
vested with full power and authority to provide the means of
transportation of the school children from their homes to said
schools, and from said schools to their respective homes, and to
establish and maintain convenient routes for that purpose, and
to pay for the expenses of the same out of the maintenance school
funds of said school district; provided however, that this provision
is only directory and not mandatory upon said board of
trustees.
SEC. 13. This Act is and shall be, except as herein otherwise
provided, cumulative of all the General Laws of the State of
Texas applicable to independent school districts, and in case of
conflict of the General Laws of this State with any and all of
the provisions of this Act, the provisions of this Act will and
shall control.
Sec. 14. All laws and parts of laws, both General and Special,
of the State of Texas in conflict with this Act or any of its provisions
are hereby repealed in so far as they conflict with this
Act and its provisions. And, in case any clause, section or sections
of this Act or portions thereof shall be held by the courts
of this State to be ineffective or unconstitutional, such decisions
of such courts shall not affect or invalidate the remaining portions
and provisions or sections of this Act.
SEC. 15. The fact that there now exists an urgent need for
the more efficient system and control for the public free school
in said French Independent School District creates an emergency
and an imperative public necessity that the constitutional rule
requiring bills to be read on three several days be suspended,
and said rule is hereby suspended, and this Act shall take
effect and be in force from and after its passage, and it is so
enacted.

the House, 110 yeas, 0 nays; passed the Senate, 26 yeas, 0 nays.]
