and regularly thereafter on the first Saturday of April each
year the three trustees and four trustees alternately shall be
elected for a term of two years to succeed the trustees whose
term shall at that time expire. All vacancies in said board shall
be filled by vote of the majority of the members continuing in
office. Each member of the board before entering upon his duties
shall make and subscribe the usual oath for the faithful and
impartial discharge of his duties.
SEC. 7. All elections for trustees, to be held under the provisions
of this Act, after the first election shall be ordered by
the board of trustees of said district at least ten days prior to
said election and the secretary of the board shall publish notice
of said election in some newspaper having a circulation in said
district and shall post written notices in some public place at
least ten days before said election. The majority of said board
shall constitute a quorum to conduct business and they shall
choose from their number a president and secretary and an assessor
and collector of taxes and all other necessary officers and
committees. If the taxes are collected by the collector the treasurer
and the collector shall give bond for double the amount of
the estimated receipts coming annually into the possession of the
collector and treasurer. If the taxes should be collected by the
county collector and deposited with the county treasurer the
above bonds may be dispensed with.
SEC. 8. As to all matters not provided for in this Act the
board of trustees created hereunder shall have and exercise all
of the rights, powers, privileges and duties conferred and imposed
by the General Laws of the State now in force or hereafter
enacted upon the trustees of independent school districts
of Texas.
SEC. 9. The independent school district herein created may
assess and collect the taxes on the property within said district
or they may choose the county assessor and county collector
to assess and collect the taxes in the district if they should so
determine. They shall provide and prescribe all necessary rules
of procedure for conducting special tax elections for the purpose
of electing officers and filling vacancies in office. They
may also provide the necessary rules and procedure of the taking
of an annual census of all children within the district entitled
to be enrolled and numbered in-the scholastic census for
the current year, to the end that said district shall receive its
full proportion of the available school fund and to make report
thereof in the manner prescribed by law.
SEC. 10. The board of trustees of said independent school
district shall have power to levy and collect an annual ad valorem
tax not exceeding the constitutional limit provided by the
Constitution of Texas for the maintenance of the schools therein
and for the purpose of purchasing sites and constructing, repairing
and equipping the public free schools of said district.
