484 SPECIAL LAWS.
SEC. 2. Within the above bounds the full management and
control of the public free schools is vested in Bradshaw Independent
School District and all property belonging to the public
schools is vested in said district, and all contracts, obligations
and outstanding indebtedness, if any, shall be binding upon the
independent school district created by this Act.
SEC. 3. The management and control of the public free
schools within said district is hereby vested in a board of trustees,
which board shall be composed of seven members, resident
citizens and qualified voters within said district.
SEC. 4. The board of trustees of said independent school district
shall be a body politic and corporate in law and as such
may contract and contract with, sue and be sued in any court
within this State and may receive any gifts, donations or devises
made for the use of the public free schools of said district.
SEC. 5. The board of trustees of the Bradshaw Independent
School District shall be authorized to appoint a board of
equalization consisting of three persons, who shall not be members
of the board of trustees, and shall fix the time of the meeting
of said board of trustees, and shall fix the time of the meeting
of said board. Said board of equalization shall be authorized
to equalize and fix the valuation of all real and personal
property assessed for school purposes within said Bradshaw
Independent School District, exclusive of any and all other authority.
It is expressly provided that said board of equalization
shall not be governed by the valuations fixed for State and
county purposes, but the valuations so fixed for State and county
purposes may be adopted by the board if desirable. After said
board of equalization has completed its work of equalizing and
fixing the value of the property within said district it shall cause
notice to be issued to all persons or corporations whose property
valuations have been changed, citing such persons or corporations
to appear before said board to show why such change in
valuations should not be made. For the purpose of hearing
the complaints of those so cited said board shall designate a time
not less than ten nor more than fifteen days, after the adjournment
of its previous meeting.
SEC. 6. Immediately after the taking effect of this Act the
county judge of Taylor County shall order an election for the
purpose of electing seven trustees of said Bradshaw Independent
School District. The county judge shall'give notice of said
election by posting notices thereof at three public places within
the district at least ten days before the election. The term of
office of the seven trustees chosen at said election shall be
divided into two classes and the members shall draw for the different
classes. The three members drawing Nos. 1, 2 and 3
shall serve until the first Saturday in Aril, 1926 and until their
successors are elected and qualified, and the four members drawing
Nos. 4, 5, 6 and 7 shall serve until the first Saturday in
April, 1927, and until their successors are elected and qualified,
