said bonds, or both as the case may be; provided that the specific
rate of tax need not be determined at said election.
SEC. 9. The election provided for in the preceding section
hereof shall be ordered by the trustees on the petition of at least
fifteen property tax paying voters of said Goodlett Independent
School District at any time not less than thirty days from the
order of the election; or said election may be ordered by the
board of trustees upon their own motion, which order shall state
the date when and the place where the election shall be held,
and the amount of tax to be levied, or the amount of bonds to
be issued, or both, as the case may be, and the trustees shall
name and appoint therein a manager or managers to hold said
election, which election shall be held as nearly as may be possible
in conformity with the general election laws of the State
applying to independent school districts; provided, that when a
proposition to levy such tax or to issue such bonds may be
defeated, no election for that purpose shall again be ordered
until after the expiration of one year. The trustees shall give
public notice of elections herein provided for in such manner as
now provided by law, and the General Election Laws of the State
of Texas applicable to the voting for taxes and bonds in independent
school districts and the returns thereof are hereby made
applicable to said Goodlett Independent Schoool District.
SEC. 10. The assessor and collector of taxes of the district
shall have the same power and shall perform the same duties,
with reference to the assessment and collection of taxes for free
school purposes as are now conferred upon him by the General
Laws of the State of Texas applicable to independent school districts,
and he shall receive for his compensation for his services
such amount as the board of trustees shall allow, not to exceed
the sum of four per centum of the whole amount of taxes collected
by him, and he shall give bond, to be approved by the
board of trustees, in such amount as will be double the estimated
amount of taxes collected annually and coming into his hands,
which bond shall be made payable to the president of the board
of trustees, and to his successors in office, conditioned for the
faithful discharge of his duties, and the payment of the amount
of taxes received by him to the treasurer of said Goodlett Independent
School District.
SEC. 11. When a majority of the board of trustees of said
district prefer to have the taxes of their district assessed by the
county tax assessor and collected by the county collector, the
same shall be assessed and collected by such county officers, and
turned over to the treasurer of said district for which such taxes
shall have been collected; provided that the property of said
district when assessed and collected by said county officers, shall
not be assessed or valued at a greater valuation than that
assessed for county and State purposes; provided further, that
when the county assessor and county collector are required to
assess and collect said taxes, they shall, respectively receive one
per centum for assessing and collecting the same.
