managed, controlled and used by said trustees for the use and
benefit of said independent school district.
SEC. 6. Any and all taxes heretofore voted by the qualified
electors of the Common School District No. 10, of Parmer County
and now in force in said common school district are hereby validated
and continued in force in the independent school district
hereby created until such time as majority of the qualified property
tax-paying voters of said independent school district shall
see proper to diminish or abolish the same under the General
Laws of this State.
SEC. 7. The crowded condition of the calendar and inadequate
equipment for public free school purposes of the territory hereby
incorporated for free school purposes only creates an emergency,
and an imperative public necessity that the constitutional rule
requiring bills to be read on three several days be suspended
and this Act shall take effect and be in force from and after
its passage and it is so enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the House, 104 yeas, 2 nays; passed the Senate, 29 yeas, 0 nays.]

CREATING THE COURTNEY INDEPENDENT SCHOOL DISTRICT
IN MARTIN COUNTY.
H. B. No. 406.] CHAPTER 142.
An Act creating the Courtney Independent School District in Martin
County, Texas; defining its boundaries, such boundaries to be the
same as the Courtney School District No. 5, of Martin County; providing
for a board of trustees in said district; conferring upon said
district and its board of trustees the rights, powers, privileges, and
duties now conferred and imposed by the General Laws of Texas upon
independent school districts and the board of trustees thereof; providing
that the present board of trustees of the Courtney Common
School District No. 5, shall continue in office until the first Saturday
in April, 1925 or until their successors are elected and qualified; and
providing that such trustees shall have the power to appoint four
other trustees; providing for an election to be held on the first Saturday
of April, 1925 to elect the successors of said trustees; providing
for an assessor and collector of taxes of said district and a board
of equalization; providing for the levying, assessing, and collecting
of taxes annually; providing the title to all property within said district
and all funds shall vest in the board of trustees of said Courtney
Independent School District and their successors in office and declaring
an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That an independent school district is hereby created
in Martin County, Texas, to be known as the Courtney Independent
School District, which said district shall comprise the
same territory as the common school district known as the Court-
