Reappraisal Of
Roughage Deal
Slated In Texas
The volume of approved appli-
cations for assistance under the
Texas Emergency Roughage pro-
gram has exceeded the estimate*
of demand made when this pro-
gram was negotiated so it is neces-
sary to reappraise the actual cash
requirements.
The agreement between Secre-
tary Ezra Taft Benson and Gover-
nor Allan Shivers provides for an
allocation of One Million Dollars
of Federal funds for the roughage
program. Funds available to the
U. S. Department of Agriculture
to finance roughage programs
must be allocated among aU dis-
aster designated states where such
a program is needed.
Mr. Walter T. McKay, Texas
State Director of Farmers Home
Administration, has been instruct-
ed by K. L. Scott, Director of Cre-
dit Services, U. S. Department of
Agriculture, to immediately in-
struct all FHA County Offices in
the designated areas to withhold
further approvals of roughage pur-
chase certificates. The County Of-
fices are authorized to continue to
accept and hold on file applica-
tions for assistance under this
roughage program, but are in-
structed to take no action on these
applications and to make daily re-
ports on the tonnage requirements
covered by such applications to
Mr. McKay's office.
Mr. McKay has been asked to
solicit the assistance of the Texas
USDA Drought Committee and the
Office of the Governor in making
a careful reappraisal of the de-
mand for assistance under this
Emergency Roughage program in-
cluding financial requirements.

training at Ft Bliss, Texas.
He is expected to complete basic
and receive a furlough in early
November.
Following his leave, he will be
sent to Japan for a tour of duty.
Pvt Pryor attended Maydelle
High School, and will complete his,
high school education while in the
Army.
Mr. Scott stated that in keeping
with the policies and the desires
of Secretary Benson, The Depart-
ment will continue to work closely
with Governor Shivers and leaders
in the State and give all assistance
possible within the authority and
funds available to the Department
in providing assistance to drought
stricken farmers and ranchers in
Texas.

To Meet Oct. 9
Club leaders of Northeast Texas
will assemble in Hughes Springs
October 9 for the fall board meet-
ing and presidents' parley of Third
District, Texas Federation of Wo-
men's Clubs.
Miss llene Westmoreland of Me-
xia, 1956-'58 district president, an-
nounces her administration theme,
"Let Us Begin," will set the tone
of the streamlined one-day meet-
ing.
Work plans by departments of
study and action projects will be
presented in the 9:30 to 2:30 meet-
ing at the First Methodist Church.
Registration opens at 9:30 at Spr-
ing Park with hostess Clubs from
Hughes Springs holding a courtesy
coffee for their guests.
•«We hope this workshop will
suggest concrete ways to make
club work more effective," Miss
Westmoreland explained the pur-
pose of the meeting, to which any
club member is invited.
Mrs. E. C. Kennedy of Hughes
Springs is general chairman and
will accept luncheon reservations
until October 5th.
