Dear Colleague,
On May 20, 1862, the United States Congress passed the
Homestead Act which opened the West for settlement. At that
time Congress harnessed the power of personal pride and
motivation in owning one’s home to tame the wild west. Those
19th Century Congressmen counted on this individual energy to
carve out a civilized and prosperous Western United States.
Today is June 9, 1986, and human nature is pretty much un-
changed: people still want to own a home in which to raise their
family. No where is the stabilizing effect of home-ownership
more important than in our inner cities.
This week we will have a chance to vote on our own .
homesteading proposal, this one to be offered by Representative
Kemp. The Kemp Amendment is a thorough and timely
response to the failure of our public housing system which con-
demns many low-income Americans to live in squalor. The
Kemp Amendment sets up a program to put homeownership
with in reach of many low-income public housing tenants.
Specifically, this program would proceed as follows: First,
tenants would form a tenant management association; second,

This week in Congress my colleagues and I will be considering
a bill introduced by my friend from New York, Jack Kemp.
Jack’s bill would allow public housing residents the opportunity
to buy their units at costs well below market value. The idea is a
classic “win, win” situation, in that the average taxpayer
benefits from taking the care and maintenance of these projects
off of the tax burden, and the residents are give the opportunity
to experience the pride of ownership and establish equity.
