Laredo Tex. Aug. 29. The State
of Texas placed a quarantine at 4
o'clock this afternoon against Mon-
terey. This is the statement made
by Dr. J. M.McKnight State health
officer at Laredo. For several days
the matter has been brewing con-
tinuously and reports floated across
the border that yellow fever pre-
vailed in the Nuevo Leon capital.
Conductor Burkett of the Nation-
al who left Monterey last night
stated that there was no doubt on
earth that the scourge existed in
lonterey and that people were
fleeing from the stricken city. To-
day the truth of these statements
was confirmed to the satisfaction of
Dr. McKnight and he accordingly
acted with promptness.
The fever is epidemic at Victoria
and Linare3 playing fearful havoc
among the poorer classes. A rumor
was current here last night that two
cases of yellow fever had arrived in
Nuevo Leon having run the gaunt-
let of the quarantine lines below
Monterey.
For some time more or less ex-
citement prevailed upon this side
until assurance came that the re-
port was untrue.
Officers at Fort Mcintosh are
making every preparation for fight-
ing the scourge should it cross the
border. Special wards are being
fixed up in the hospital and the en-
tire post is being disinfected. No
immediate danger is apprehended
here or in Nuevo Laredo but should
the yellow fever come it would
cause great destruction of life ow-
ing to the hot weather and the al-
most helpless condition of the poor-
er classes'.
Monterey Mex. Aug. 29. If
President Diaz grants the request
of Governor Reyes sent to him this
morning in the name ol the best
citizens of Monterey a complete
suspension of traffic over the Cen-
tral between Monterey and the State
of Tamaulipas will be ordered on
account of the prevalence of yellow
fever along the route of that line.

Quarantine Officer Brewton receiv-
ed it telegram from State Health
Officer Tabor Sunday ordering a
strict quarantine against Linares
Monterey and Victoria Mexico
owing to the prevalence at those
points of yellow fever. As a result
of the quarantine the passenger
i train from Mexico today was forced
to return to C. P. Diaz to discharge
several passengers from Monterey
owing to the fact that the State has
' no quarantine enmp at this point.
as has established against Monterey
and other ports in Mexico where
yellow fever is now said to exist
is to be strictly maintained. State
Health Officer George R. Tabor is
in close touch with the situation
and every precaution against the
disease spreading to border points
is being taken.
In order to thoroughly familiarize
himself with the sanitary condition
of the places in Mexico where yellow
fever has ocurred Dr. Tabor will
later in the season make a visit to
that country. It is his intention to
visit Monterey. Linares Victoria
Tampico Vera Cruz and other
points as far south as the isthmus
of Tehuantepec. The present epide
mic may lead to vigorous action
being taken to remedy the un
sanitary conditions in different
cities of that country. Dr. Tabor
believes that methods similar to
those performed at Havana Cuba
by the United States authorities
and which rid that pest-hole of
yellow fever should be undertaken
by the Mexican government at
Tampico Vera Cruz and the other
places where the disease has ap-
peared. It is stated that drainage
and sewer systems are now being
constructed at Tampico and Merida
but there are other sanitation
regulations which should be pro-
mulgated and strictly enforced. The
sanitation and sewer systems have
been completed at Vera Cruz at a
great cost to the Mexican govern-
ment yet there seems to have been
no decrease in the yellow fever
cases at that place. It is considered
remarkable that the city of Mon-
terey with a population of prob-
ably S0000 people and a place of
great manufacturing industries and
wealth should be without a
drainage and sanitation systeirr.
Monterey Mex. Aug. 30. Gov-
ernor Bernardo Reyes determined
to protect the community from the
threatening malady which has
laid hold on Linares has taken all
timely steps toward that end and
declares that the quarantine reg
ulations will be enforced until the
scare is over.
The petition sent to President
Diaz yesterday will doubtless be
heard from tomorrow and if the
request of those who signed it is
honored by the President tralhcon
the Central railroad will be entire
ly discontinued until the period of
uneasiness is over. t
Mexico City Aug. 30. Emilio
Spindola a young man has just
died hereof yellow fever which he
contracted at Vera Cruz. The mala-
dy is not contagious in this al-
titude but always ends in the death
of the patient here.
