of this beat met at Cedar Mills to
voice their sentiments in the county
jail matter. S. J, Thomas was called
to the chair, J. T. Purrish was elected
Secretary. The chairman stated the
object of the meeting fund Commit
sioner Crain being present was called
upon to make a statement of the jail
matter.
Commissioner Crain responded as
followers Gentlemen and fellow
citizens. . As the commissioners court
of whioh I.am a member is oondemi
eil and I may say publicly slandered
for their action in contracting for the
building of a county jail, I take this
opportunity of explaining to you my
action in tho matter. The first trip I
made to Sherman after 1 was elected
1 met Mr. Ligon there, and the first
intimation 1 bad of the j iil matter
Commissioner Tibbs told me that Mr.
Ligon had made a proposition to the
court for tbein to make av trip to St.
Louis to inspect the Pauley J^il Man-
ufacturing Co's. works. 1 said to
him us I did to Mr. Ligon afterwards
that I thought it was my duty to gain
all the information that I could in re-
gard to anything pertrining to the
business of tho couuty court but if he
expected me to control me any way
by paying my wuy to St. Louis I
would not go, and bo replied tbut he
did as that was their business and
that was tho only way they advertised
their work. 1 said it was a new
thing me and I did not know
whether wo needed a new jail or hot,
he said that bo whh satisfied tbut ws
would bavo to build ouo soon. I
then consulted some of my friends as
to tho propriety of going aud they
advised me to go, and I did so.
Now if there was any thing wrong in
this it was not intended, as to
tho court contracting with tho com
pany while wo were gone that is
positively falso us far as I am-con
cerned. I don't know what tho bal
unoe of tho ouurt did, they can spenk
for thoinselvos. Whon the court mot
in Fobruary, the first time tho jail
question was discuBSod by tho court
that I know anything about, Mr.
Ligon and the whole court kuew I
was opposed to the budding any
jail at the prosont time, and when the
vote was put to the court as to wheth
er we would build a jail now or not
I voted no, and the balanco said yes.
I then suggested that we had better
advertise for bids. That was objected
to. Then the question was asked if
we woro willing to accept Mr. Ligon's
proposition. I relied . that I know
more about his plans than any other,
and I could see nothing wrong in
them, and if we built ,a ja:l at all I
was in favor of building a good ono,
and thought it would be economy tq
da so. My next object was to inako
it as easy on the tax payers as possi
bio. I askod tho oourt how wo would
pay for tho jail. It was proposed
tbut wo borrow tho monoy front the
state school fipid, Lig'J# said he
would rathor have twenty five years
bonds than tho money. The court
reserved the right to borrow the
money or issue bonds, and it was so
so stated /in tho contract. This is u
complete and true st dement of the
whole proceeding as far as I can give
it. As regards to Deuison getting
the cages of the old |(!) and having

county, as stated by the Whitasboro
News, I know nothing about -it.

It was then moved that a commit-
tee of five be appointed by the chair
to draft resolution^ expressing the
senftt Of this mettiug, and C. H.
Thorpe, 3. R, Bond, T. B. Farris, Dr.
It. H. Saunders and W. W. Wallace
were appointed. Whilé the commit-

stirring speech in defonsq of the
