on a speech made by Mr. John
Whatley. PresVlent of Optimist In-
ternational. in an address at Mid-
land last Monday night.
Following Coach Wood's address
he showed films cf the Brownwood-
Port Lavaca state championship
finals, alone with appropriate com-
mentary. One thine was particu-
larly noteworthy. Coach Wood ex.
plained now close Brownwood came
to losing that state championship
game by a near fatal mistake. He
said that one of the hoys on his
club was ineligible to play last
fall for his varsity, so the lad
playr.l B team ball until the con-
clusion of B team play, at which
time he allowed the hoy to work
out with the varsity and also trav-
eled with the A team. In the latter
stages of t'ne game with Port La-
vaca. and alter Brownwood had
alreadv iceil it down by a score of
26 to 6. one of his assistant coach-
es told all the boys who had not
played to line tin and he would
send them in. The ineligible lr 1
thought this also meant him and
he joined the rest of his team-
mates. The coach sent them in as
a unit, and t'ne ineligible was
among them. Fortunately however,
they went in during a time-out. and

Negroes with equal accomodations
when they attend any Civil War
centennial commission (unction in

there is some evidence the econ-
omy has improved: that revenue
estimates will be lower than the 79
billion dollar estimate made by
former President Eisenhower: and
ne believes a long-range system
of foreign aid development loans
would give us more for our money.
The bill establishing the land-
giant system of higher educa-
tion. under which 68 of the na-
tion's colleges and univet sitics
were founded, was sinned by Pre-
sident Lincoln on July 2. 1962.

WASHINGTON i/P>—A group of
statistical experts told Congress
the methods used to determine the
various ratings aseribot to tele-
\ ision programs are studded with
errors.
Hut despite the errors, they said,
the methods usd by the survey w
firms arc more accurate than mail
jor ether types of surveys.
I The conclusions were released
I by Representative Oren Harris of 4
I Arkansas, chairman of the House
i Interstate Commerce Committee,
which asked for the study of the
! ratings.
Harris, in a statement accomp-
j anying the report, said it dealt
! solely w ith the technical aspects
'of the surveys and did not make
any roeominerilations on how far
i ratings ought to be relied on in de-
termining what kind of programs
I should be presented.
I Tne report was prepared by u;
' special committee of the American
I Statistical Association under the
I direction of William Madow of the
Stanford Research Institute.
Harris said the report detailed*'
important sources of error in the
methods used by each rating serv-
ice. He j.lded. however, that the
services seem to be estimating the
ratings fairly well on the average.
The prevalanee of error is mon-
widespread in surveys conducted
on the local level, Harris said, at-
tributing this to the large number
cf fairly small samples and the
survey compromises made by tii^
rating services.
He elso said the report indicates
that information given out by the
survey firms on the composition of.
the television audience "will be1"
more poorly estimated than the
ratings themselves." He added:
"This is a matter of some con-
cern because aulienee composition
data seem to be of increasing im-
portance in the rating services are
related to audience composition."
Harris said the report will be
used by his committee in a further
study of the rating services.
