Under the "public calamity" clause of
the State Constitution' (Art. III, Sec. 51)
the Legislature has from time to time re-
mitted the State taxes in cities, districts
and counties of Texas.
In a few instances the period was brief
and has expired. In most instances, how-
ever, the periods are for twenty or twen-
ty-five years. Remission of the State ad
valorem tax (limited to a maximum of
35c on $100 by the Constitution) is the
general practice, but in some instances,
occupation tax and that portion of the
State poll tax not belonging to the avail-
able school fund are remitted also. Total
property assessed for ad valorem tax in
areas in which taxes have been remitted
is $239.863,487, or about 6.6 per cent of
the entire assessed valuation of the
State, not including Freeport and district,
assessed valuation of which was not ob-
tained.
The entire amount of ad valorem taxes
collected from these areas at the maxi-
mum State rate of 35c (at which rate
property has been taxed each year since
1918 with the exception of the Current
year) would be approximately $840,000
annually. This estimate does not make
allowance for the customary 20 per cent
to cover cost of assessing and collecting.
For a period of twenty years the gross
amount of taxes remitted to these areas,
under a 35c tax rate, would amount to
approximately $16,800,000. In additionthere is some remission of occupation and
poll taxes as noted below.

tive, also assessed valuation of property
according to 1926 tax rolls, and date of
