Alien Land Law.

the Western Union Land Com-
pany a foreign corporation or-
ganized under the laws of Mis
souri has made to the Secretary
of State for a renewal of its per
mit to do business in Tonus. This
'oinpany was granted a ten years'
permit i iv 1800 under the old for-
eign corporation act to do busi-
ness in Texas the character of
its business being to acquire and
sell real estate. In 1.S01S the alien
land act prohibiting foreign ami
domestic corporations from ac-
quiring real estate under their
permits or charters was passed.
Under this act foreign corpora-
tions wore given fifteen years in
which to alienate or dispone of
their real estate holdings in this
state. This stipulated period will
expire in 100S making it about
six years yet to run.
The Western Union Land Com-
pany's (en-years' permit having
oxpiied it now makes applica-
tion for its lenewal. The old per-
mit gave it the right to acquire
and sell real estate and the ques-
tion arNos as to whether the old
permit can be renewed. The
matter has been referred inform-
ally to the Attorney General's de-
partment for an opinion. It is
the unollicial opinion of those
who have carefully looked into
the law and facts afVocting the
questions involved that even
should the permit authorizing
this corporation to acquire real
estate in Texas be renewed it
would be iuoporatire as it would
be in conflict with the alien laud
act and that any real estate
which the company may have
acquiied in this state since the
passage of that act is subject to
escheat inont by the state. A per-
mit authorizing this company to
liquidate it'mfl'air.s in Texas can
be granted but this is as far as
authority can be given say those
who have given the suhjis-t atten-
tion. In this connection it is well to
mention the fact that many of the
foreign corporations which wore
authoried to acquire real estate
under the foreign corporation act
of I8h0 have complied with the
prohibitive land law of 1801! and
disposed of their holdings. Most
of these corporations obtained
their ten-year permits to do busi-
ness in Texas from the Secretary
of State during the years 1800 and
1000 and coiuparatiey few of
them applied for tenewals when
the ten-year'period expired. Thono
which have made such application
were granted only authority to
liquidate the provision to acquire
real estate being eliminated in the
renewal permits.
While a number of the compan
ies which dnl not renew their per-
mits when the ten-year period ex-
pired are known to be still doing
business in Texas the Secretary
of State's department has no
official knowledge as to the meth-
od of their operation.
The foreign land corporations
doing business in this state have
disposed of many hundreds of
thousands of acres of land to in-
dividuals flincothoalien land law-
went into ofVcct and it is now-
apparent that the law has not had
the ruinous etlect that was antici-
pated by some. It has caused
many large tracts of land to bo
divided into farms and smaller
ranches and sold to actual set
have been on tho market for
nearly a third of a century
und are growing more popular
as the years go by. Our now

Some eminent man uttered the
truism that "Kternul vigilance
is the price of liberty" and all
the evils fiom which we as a peo-
ple are sulVering comes from the
law making arm of our govern-
ment Federal and State; and
yet how indilVerent are the peo-
ple in tho selecting of honest and
qualified men to make our laws.
Ollice-seeking seems in these
latter days to have become a
trade and tricksters schemers and
corruption without character or
qualifications and very often
but recently conio into the coun-
ty or district thoy wish to repre-
sent knowing nothing of tho
wants of the people and caring
less are pressing themselves for-
ward and making all kinds of
promises being all things to all
men and when elected forgetting
all promises and actually on-
acting laws that curtail tho priv-
ileges of the working classes and
enlarge the privileges of the rich
enabling them to actually take
money by law from the honest
laboring classes and put it in
their own pocketh. Is this not
soV Certainly it is and has been
more and more so for forty years.
Whose fault is it fellow ttion?
