had notified the provisional govern-

morning by shooting himself
through tho brain. The deed was
commuted in front of Ciptain
Leathers' palatial residence on
Carondolot street. Winchester
walked out of tho houso reached
the banquette and putting tho pis-
tol to his right temple blow out his
brains. D-ceased was formerly in
the cotton bjRiness but failed some
years ago. After serving as a Pull-
man conductor for somo time he
received a lucrative position as

here lie married some years ago

wore born to tho pair. Some time
ago Winchester had trouble with
his wife and was sued for a divorca
but the suit was siuco withdrawn.
This morning he called on his wife
and attempted to fix up their differ-
ences. Ho was unsuccessful and
thnmupon committed suicide whioh
ho had Bovoial tunes threatened.
The body was taken in charge by
his father-in-law and was viowed by
tho coroner. Winchester lived for
an hour and a half after firing the
fatal shot. Ho was well known hero
j and was highly popular.

the French and British troops on
tho holders of Sierra Lsono Presi-
dent Carnot presiding the affair
was discovered in all its aspects eo
far as possible with the fov facts
received in official oiroles. Finally
it was decided aocording to reports
circulated after the meeting of miu-
iftor was concluded that if the
English version of tbo affair tuniB
out to bo corroot the French gov-
ernment will not contest the neces-
sity of making the reparation pro-
vided by international law. It is
believed this conciliatory view of
the matter will avert any serious
consequence of the affur.
National Board of Trade.

The twenty-fourth meeting of the
national board of trade will be held
at tho Shoreman hotel in this city
on the 23d inst. Looal boards
comprising the national organiza-
tion were in favor of this city as
the meeting place in order that thoy
might come into elope contact with
their respective representatives re-
garding certain oongre-'sioual legis-
lation whioh is tbe object of the
mooting. A large number of boards
have already forwarded subjects for
resolutions whioh will be reported
for discussion. The session will
last three days and the recom-
mendations resolved upon will bo
reported to congress by a special
committee.
