CONSTITUTION OF THE
STUDENT ASSOCIATION
OM McMUKRY COLLEGE
Wc the students of McMurry
College in order to realize our
responsibilities in setting the
educational social and spiritual
atmosphere of this campus to
communicate effectively with
the faculty and the administra-
tion and to provide a field for
practical citizenship and leader-
ship do hereby ordain and es-
tablish the Constitution of the
Student Association of McMurry
College
ARTICLE 1 The Student Asso-
ciation Section 1 The name of this or-
ganization shall be the Student
Association of McMurry College
Section 2 Membership
a Every student upon having
registered for at least twelve
semester hours at McMurry Col-
lege the only eccption being
graduating seniors enrolled for
less than twelve hours shall
be a bona fide member of the
Student Association and shall be
entitled to all rights and privi-
leges stated in this constitution
b Every student who is not a
senior and is enrolled in Mc-
Murry College for less than 12
semester hours shall be an affili-
ate member of the Student As-
sociation Affiliate members arc
entitled to all rights and priv-
leges stated in this constitution
except the right to vote In elec-
tions run for office be elected
an honor by the student asso-
ciation be appointed to any of-
fice in the Student Association
Government or be associated
with a social club in anv capac-
ity with the exception of being
an inoctive member
c Advisory members to the
Student Association shall be the
Administrative Assistant to the
President of the College the
Dean of Men The Dean of
Women and some number of
faculty advisors to be specified
by the Student Congress cacli
j ear The duties of the advisory
members to the Student Associ-
ation shall be to attend commit-
tee meetings upon invitation
clarify questions when called
upon assist in the promotion of
Student Association Government
and its resolutions attend all
SAG meetings and exorcise no
vote and no veto power
ARTICLE II Legislative De-
partment Section 1 All Legislative pow-
ers shall be vested in a Student
Congress the entire membership
of which shall be elected an-
nually Section 2 Student Congress
a The Student Congress shall
be composed of 5 elected Con-
gressmen from each of the four
classes the class presidents
Head Cheerleader and the Pres-
ident Vice-President and Secretary-Treasurer
of the Student
Association
b The President of the Stu-
dent Association shall be the
President of the Student Con-
gress He shall vote only in case
of a tie
c The Student Congress shall
meet at least onco every 12 reg-
ular class days and when called
into session by the President
d The Student Congress shall
have the power to approve the
appointment of the Student As-
sociation Judges the Parliamen-
tarian the Reporter and the
Chaplain
Section 3 Election and Term
of Office
a Each Congressman shall be
chosen by qualified members of
the Student Association who are
members of the class which he
is to represent Congressmen
receiving the highest number
of votes shall be declared
elected
b Congressmen shall be
chosen annually the terms of of-
fice for whom begin at the time
of the annual spring commence-
ment of McMurry College and
end at the time of the following
spring commencement
Section 4 Qualifications
a A candidate for elected or
appointed membership in the
Student Congress must be a
bono fide McMurry Student As-
sociation member at least one
semester immediately prior to
his running for office with the
exception of Freshmen He must
be a bona fide member of the
class in which he seeks office
he must have an overall avciagc
of '20' or better in total hours
of work completed at McMurry
College a '20' average during
the semester prior to the one in
which the election is to be held
and must maintain a "2 0' or
belter in total hours taken at
McMurrv College during his pro-
spective term of office
b No elected official shall
hold more than one Student As-
sociation Government office at
one time with the exception of
assistant cheerleaders
i A candidate for Freshman
Congressman must obtain the
approval of the Registrar of Mc-
Murrv College and of one of the
advisorj members of the Stu-
dent Association
d Anv student failing to meet
.in of the above-stated quali-
fications shall automaticallv be
removed fiom office
Section 5 Vacancies
.i When a vacanc occurs in
the Student Congiess the Pres-
ident of the Student Association
shall issue a writ of election
within seven class das after
the vacancj occurs for the elec-
tion which shall take place with-
in seventeen class dajs after
the vacancj occurs
b If the above-stated pro-
cedure fails to fill the vacancy
or if the above-stated procedure
is deemed by the Executive
Council impracticable at the
time when the vacancy occurs
the vacancy shall be filled by
a majority vote of the elected
membership of the Student Con-
giess c A student elected to fill a
vacancy shall serve the re-
mander of the term of office
Section 6 Procedures
a Two-thirds of the elected
membership of the student Con-
gress shall constitute a quorum
to do business but a smaller
number may adjourn Roll shall
be taken though a quorum may
not bo present
b The Student Congress may
determine the rules of its own
proceedings punish its members
foi disorderly behavior and
with the concurrence of two-
thirds of its membership expel a
member
c Any Congressman having
two unexcused absences from
regularly scheduled meetings or
three unexcused absences in any
one semester shall be automati
cally expelled from membership
therein Two unexcused tardics
of ten minutes or more shall
constitute an unexcused ab-
sence; leaving meetings early
shall be considered a tardy.
After each absence prior to the
next meeting the member shall
present a written excuse to the
members of the Executive Coun-
cil who shall have the power
to accept or reject this excuse
At the first meeting of the Stu-
dent Congress each year certain
reasons for absence will be ac-
cepted by the Student Congress
as automatically excusable A
member of the Student Congress
may appeal the decision of the
Executive Council to the Stu-
dent Congress at the regularly
scheduled meeting following the
decision
d The sessions of the Student
Congress shall be open unless a
closed session is called bv the
presiding officer of the Student
Congress
Section 7 Enactment of Laws
a Laws shall originate in the
Student Congress and may be
passed amended alerted or re-
jected by that body only.
b A simple majority shall be
required for the passage of any
law
c When the bill has been
passed the sccrctarj of the Con-
gress shall read the law before
the body and shall enter it into
the minutes
d The enacting clause of all
laws shall be 'Be it enacted by
the Student Government of Mc-
Murrj College "
e The presiding officer of the
Congress shall sign in the
presence of the Congress all
bills or resolutions passed by
that bodv
Section 8 The Congress Shall
Have the Power
a To approve amend alter or
reject the budget andor the pro-
posed budget presented bv the
Executive Council
b To approve amend alter or
reject the proposed budget and
general design of the Student As-
sociation All-school calendar
presented by the Executive
Council
c To draw up resolutions and
recommendations repiesen ting
the view of its membership
piovided that it record in the
resolution the number of mem-
bers present and number of
cas and najs given such reso-
lutions can be presented to anv
branch or organization of Mc-
Murry College andor of other
institutions
d To approv e amend alter or
reject any publicity or message
disseminated in the name of
the Student Association of Mc-
Murry College
e To make all laws which
shall be necessary and proper
for carrying into execution the
foregoing powers and all other
powers vested by and in the
spirit of this Constitution in the
government of the Student As-
sociation of McMurry College
and
f To act in accord with Article

Article III Executive Depart-
ment Section 1. Executive Council.
a The Executive Council of
the Student Association shall
consist of a President who shall
be the chief executive of the
Student Association a Vice-President
and a Secretary-Treasurer
b A candidate for office In the
Executive Council must be a
bonlflde member of the Mc-
Murry Student Association must
have an overall average of "2 0"
or better in total semester hours
of work completed at McMurry
College during the semester
prior to the one in which the
election is to be held and must
maintain an average of "20" or
better in total hours taken at
McMurry College during his
term of office
c Any officer failing to meet
any of the above-stated qualifi-
cations shall be automatically rc-
moved from office.
d When a vacancy occurs in
the Presidency the Vice-President
shall automatically fill that
vacancy. In the event of simul-
taneous vacancies of both the
Presidency and the Vice-Presidency
the following order shall
be followed to fill tho vacancy
for the Presidency. Secretary-
Treasurer of the Student As-
sociation Senior Class President
a Senior Congressman elected by
the SAG
c Other vacancies in the Exe-
cutive Council shall be filled as
outlined for the Congressmen in
Article II S a and 5 c
Section 2 The Executive
Council shall have the power
a To draw up the Student
Association budget for its term
of office and to propose the bud-
get for the coming year
b To plan the proposed Stu-
dent Association all-school cal-
endar for its term of office and
to print the approved calendar
c To plan the dates for elec-
tions to be held during its term
of office
d To disseminate publicity
and to correspond in the name
of the Student Association of
McMurrj College
e To appoint a Parliamentar-
ian Reporter and a Chaplain
from the Student Association
Government and
f To act in accord with Arties
II 5 b
Section 3 The President
a The President of the Stu-
dent Association shall preside at
all meetings of the SAG shall
sign all contracts which in any
way bind the Student Associa-
tion and shall enforce all stu-
dent laws and provisions of this
Constitution to serve by invi-
tation on the publications board
b The President shall have
the power
1 To call a meeting of the
SAG
2 To appoint committees from
the Student Association in or-
der to execute student laws and
to carry out the stipulatted pro-
gram of the Student Associa-
tion 3 To order the expenditure of
moneys of the Student Associa-
tion provided in the budget and
such emergency expenditures as
provided by the Congress
4 To appoint one of three stu-
dent Judges
5 To appoint persons to judge
in either the Totem Beauty or
the Cheerleader preliminaries
should the original appointees
not be present at the time for
judging and to validate such
judging;
6 To act with emergency pow-
ers when necessary in the name
of the Student Association and
with the advice of the Congress
when possible.
7. To act in accord with Ar-
ticle VI 5
Section 4 The Vice-President
The Vice-President shall act
as President of the Student As-
sociation in case of absence or
temporary inability of the Pre-
sident; shall succeed to the Pre-
sidency in the event of resigna-
tion lack of qualification or
permanent inability of the Pre-
sident shall keep an official
calendar of College Scries pro-
grams on file in the Student
Association office; shall appoint
one of three student Judges; and
shall be a voting member of
SAG.
Section 5 The Secretary-Treasurer.
The Secretary-Treasurer shall
keep a copy of all minutes of the
Student Congress on file in the
Student Association office shall
see that the minutes are posted
for student observation (follow-
ing each meeting); shall oversee
the duties of the reporter shall
keep a current account of all
rccepts and disbursements of the
Student Association office shall
serve as corresponding secretary
for the Student Association; shall
have ballots printed for all of-
ficial Student Associations elec-
tions and shall appoint one of
three student Judges
ARTICLE IV. Judicial Depart-
ment Section 1 Membership quali-
fications terms of office and
vacancies for SAG Judges
a The Judicial power of the
Student Congress shall be
vested in a Student Court com-
posed of three judges
b Following the spring elec-
tions and the installations of of-
ficers judges shall be appointed
one each by the President the
Vice-President and the Secretary-Treasurer
of the Student
Association to be approved by
the current Congress so that the
Judges terms of office shall be
coterminal with the terms of the
newly installed officers
c Judges shall meet all the
qualifications for members of
the Executive Council and shall
not hold any other office in the
Student Association Govern-
ment d In case of a vacancy in the
Student Court the Student As-
sociation President shall notify
the officer who appointed the
Judge and shall require the of-
ficer to make another appoint-
ment to fill the unexpired term
such appointment to be approv-
ed by the Congress
Section 2 The Powers of the
Student Court
a The Student Court shall
have the power to interpret this
Constitution and to decide on
the constitutionality of any Stu-
dent Association action that may
be appealed to the Court the
decisions of which shall be bind-
ing on the Student Association
b Any member of the Student
Congress or of the Executive
Council shall have the right to
petition the Court for a decision
A group of ten members of the
Student Association shall have
the right to petition the court
for a decision The court must is-
sue its decision to the President
of the Student Association with-
in ten days after the petition
is received by the Court
