traditional tactic, the strike, but also mobilized organized labor's re-
sources to lobby successfully for legislation to protect Texas industrial
workers. Laws that the state legislature passed in the early i 9oos, under
pressure from organized labor, included prohibition of the use of co-
ercion against employees who did not patronize company stores, in-
stitution of safety standards in mines, establishment of sixteen as the
minimum age for mine workers, a declaration that scrip payment to
employees was illegal, and passage of an antiblacklisting law."' Gomer
Gower claimed: "Labor ... was in the saddle in Texas." "" The tran-
sition that labor activism underwent from reliance primarily on the
strike in the late nineteenth century to a combination of organization,
striking, and concerted legislative lobbying by a more united labor
movement in the twentieth century was furthered by the success of or-
ganization efforts such as those in Thurber. Thus the significance of
events there-a victory of the individual and of a union-extended
well beyond those community boundaries that the old fence had once
marked.
