'not the case.
I think I was released as a good
iHteatioQ of wtatiag to resolve the
iaime" said Wak who was ab-
ducted while waiting aloag a Beirut
street wkh his wife la May of 1984.
His abductors demanded the release
of 17 prisoners in Kuwait who had
been convicted of attempting to
bomb the French and U.S. em-
basska there.
During his captivity he was
chained ona33-linkchin-toa
'mattress and was guarded by an'
armed guard at all times. He said he f
tboafbt it was important to xaauv
tain some sort of structure to hit
daily routine such at doing the
sase thfeg at the sane times of the
dyitoBBtHtstoMssfflity.

The throe had a Revised Staaskrd
' Vertioa of the New Tettaauat that
they would study from. Also the
- trie would "go oa fimtasy trips" to
past the time.
He said hk captors treated him
with respect because of hia belief in
'God because be waa older than
i4 they and because he understood
their culture.
Weir said he has vivid memories
' of his captivity: "It is still very
much on my mind. I think of it
constantly and want to keep it be
' fore the American people."
Tobacco shops actors in pkys
and private social functions at
which the room is under the control
of the function's director are ex-
empt. Ban abo are not required to
set aside no-smoking area.
Special no-smoking areas are re
quired in the work place and public
places including stores hospitals
schools and restaurants with seating
for more than 25 people.
Violation of the ordinance on br
ing a maximum $200 fine but the
ordinance does not require business
owners to report violations.
City Councilman Gary McCaleb
laid enforcement of the ordinance is
based on voluntary compliance by
the public .and voluntary enforce
ment by bu4set owners.
McCaleb vice pratideet of the
university aad dean of caapva life
said other ckiet where siaaJkrly en-
forced ordiaances are in effect have
reported a compliance rate that is
"very high about 100 percent. It
makes sense for the business to en-
force it" he said.
McCaleb said he had heard some
say the ordinance is a weakened ver-
sion of its former self but "that's
an inaccurate description. I think
the amendments strengthen it."
Business owners are not required
to create special smoking areas but
are allowed to designate a special
smoking area in proportion to the
"verified" percentage of patrons or
2fx h'-
workers who request such aa area.
The original ordiaaace proposed
that 75 percent of the area of public
places aad work places be detig-
sated no-smoking.
The percentage of business
patrons wasting a smoking area it
easily verified as required by the
ordinance McCaleb said.
Restaurant owners already ask
people if they prefer smoking or
no-smoking sections he said.
"That's just like conducting a
survey."
McCaleb said businessmen had
convinced him that over a period of
time they could establish an accu-
rate percentage of people who
wanted a smoking area.
