criminal proceedings had not b en Insti-
tuted against Mr Hammond It has been
no secret for several davs past that Corap
troller Kckels had Instructed Itecelver Mc
Keon to bring criminal proceedings against
officials of the defunct Hank of Illinois and
that a special Investigation of Vice lrcsl
dent Hammonds affairs was under way
