of
ititlie department agriculture show some
Islgus of improvement iu the cotton condi-
tion During the month of lune the gen-
eral average for the whole breadth ad-
vanced iC points standing sSti This is 3
points below the July returns of last year
and one above that of 1S > S9 In but four
seasons since 1S74 have July returns beeu
so low The slight improvement noted has
been quite general throughout the whole
belt the result of the favorable weather
during the month The crop is universally
late rinsmg locally from a few days to
tvio weeks or inoro In the Atlantic and
Kastern gulf states esiecially the plant is
small and backward and the lack of suita-
ble weather for chopping out has made the
fields very grassy Keplauting owing to
the failure to secure perfect stands was
necessary A considerable numberof acres
have been plowed up and given to other
crops or abandoned entirely From the
Missississippi westward the plant while
somewhat backward is of a good color
making a generally vigorous growth while
tho plantations running a sufficient number
of plows am reasonably clean There is
some complaint of lack of labor
The outlook in Texas is especially good
The plant is good flelcs are w ell worked
worms are reported from but two localities
both in Texas the first brood being noticed
nowhere else

The temperature of the month was
above normal throughout almost the entire
region
The rainfall while rather short was genar
ally sufficient aud this favorable coatinua
t ion of meteorological conditions enabled the
crop to recover somewhat from the unfa-
vorable earlier season The lateness of the
plant will make the final outcome unusually
dependent on the length of the season

litical organization was formed here last
iijght known as the municipal reform asso
ifecialion o New Orleans It is practically
reorganization unJer a new name of the
younjr mens Democratic association which
swept New Orleans at the last election
defeating the Democratic party by a large
majority and eleetinpr the entire city gov-
ernment and nineteen members of
the legislature It is officered by
the same men with Mr W S
1arkerson who led the movement so suc-
cessfully iu the last campaign and ho
also led the mob in its assault upon the
parish prison on March 14 The word
Democratic was dropped from the name
on the ground that the association would
have nothing to do witn national politics
and would welcome Republicans as well as
Democrats to its ranks and carry on the
city campaign on a strictly nonpartisan
basis It was also decided to take no part
iu the state election Air Parkerson con-
fessing that one of the mistakes at the last
election was the nomination by the associa-
tion of candidates for the legislature and
not to meddle in any way in the tight for or
against the lottery By the constitution of
tla < 3 association no man who is a candidate
fonany office can become a member of the
iiskiciatiou Mr Iarkersou and the speak-
ers admitted many of the reformers whom
thSv elected lo office three years ago had
hjeome corrupt but they did not propose to
