Department of the Bureau of Pensions
Washington Sept 12 18S9 j
To the President
The differences which exist between
the secretary of the interior and myself
as to the policy to bo pursued in the ad-
ministration of the pensionbureau have
reached a stage which threatens to em-
barrass you to an extent which I feel
should not fall upon you to suffer and
as the investigations into the affairs of
the bureau havo been completed and 1
a r assured both by yourself and by the
secretary of the interior the result con
tains no rejection on my integrity as an
individual or as an officer I herewith
place my resignation in your hands to
take effect at your pleasure to the end
thatyou may be relieved of any further
embarrassment in the matter Very
respectfully yours James Tanner
Commissioner

Washington Sept 121SS9
To Hon James Tanner Commissioner of Pen-
sions
Dear Sir Your letter tendering your
resignation of the office of commissioner
kit pensions JiasJbeon received and your
resignation is accepted to take eftect on
the appointment and qualification of your
successor I do not think it necessary in
this correspondence to discuss the causes
which have led to the present state of af-
fairs in the pension office You have
been kindly and fully adised of my
viewaupon most of those matteis Itsrives
me pleasure to say that so far as I am
advised your honesty has not at any time
been called in questionaudt beg to re-
new my expression of my personal good-
will Very truly yours
Benjamin Harrison
What Will Tanner Do
Washington Sept 12 Tanner was
at the pension office at the usual hour
this morning and remained there until
Jt0itnoon when he left going it was

to the White House but he had
1 oclock
not appeared there up to
Gossip as to his successor is now engaging
all attention Today exCongressman
William Warner of Missouri excom
mauderinchief of the G A It is be-
lieved to be most likely appointed He
is said to have lelt Kansas City in re-
sponse to a telegraphio summons to meet
the secretary of the iutorior The other
candidates are those named last night
exPtnsioif Agent Poole of Syracuse
K Y Gen Charles F Brown of Cin-
cinnati and Gen Powell of
Illinois The impression of yesterday
that Corp Tanner would be provided
for in some way by the administration
still prevails but just where cannot De
learned if indeed it has been decided
A Western paper published a statemout
that he would enter upon the practice
of law after leavine the pension office
but a close friend of the corporals says
that is entirely gratuitous
It is said today that Gen Alger did
not telegraph to the commissioner ad
visiug or urging him not to resign If
he expressed any view at all imon the
matter it was verbally and to a third
party Governor Forakers position is
also said to havo been misrepresented
by yesterdays reports Todays infor-
mation on the subject is to the effect ihat
he not only did not advise Tanner not to
resign but gave him advice directly to
the contrary
Tanner and Noble Talk
Washington Sept 12 A gentleman
who had a conversatipn with President
Harrison on the subjeot says that the
vaconcy created by Tanners resignation
will not be filled in haste that some time
may elapse before his successor is an-
nounced In the meantime Mr
Tanner may take leave of
absence Another office to which
rumor assigns the commissioner is thatSpf

Mr Tanner said todayv
The president did not ask for my res-
ignation nor did he advise that I resign
He assured me however that the inves-
tigation into the affairs of the pension
office had developed nothing that re-
flected upon my honestySi ray good in-
tentions and said that if I remained in
office Secretary Noble would resign
Dismemberment is a very serious thing
and I decided that it was better that I
should resign since the unreasonable
predjudices of Mr Noble cculd not be
overcome
Secretary Noble was averse to saying
anything on the subject forpublication
He did Bay however thai aside from

the official correspondence in the case
PresidentHarrison had written a letter
to the commissioner eonveving in cordial
terms his esteem for Mr Tanner And
I am glad it is so too continued Sec
retarv Xoble Reference was made to
the published statements oj an un-
friendly feeling between the secretary
and commissioner Mr Noble said that
there had been no break in his
personal relations with Mr Tanner and
that there was nothing personal in the
causes which led to the severances of
their official relations The secretary
said it was entirely due to differences of
opinion in reirard to matters of official
administration The secretary called at-
tention to a letter received this morn-
ing from Secretary Tracy to toutradict
the report of an interview which is
said to have taken place at the White
House Secretary Xoble said that the
story of a wrangle between himself and
Secietary Tracy was made out of
whole cloth and was true neither in word
nor thought He added that the same
cordial relations existed between himself
and Secretary Tracy as between the other
members of the cabinet
Commissioner Tanner so far has made
He will continue
no plaus for the future
tinue to live in the district for some time
He has a lease for a year of the residence
in Georgetown which lie now occupies
and it is furnished with furniture which
he brought from his home in Brooklyn
Speaking about the Tanner case to
dav Privato Secretary Halford said
You know that the president is not a
believer in much talk and I dont like
to say anything about the pension office
but there are one or two misstatements
that ought to bo corrected No issue
Noble to the
was ever made by Secretary
president as to whether he or Mr Tanner
should go Next there was neyer any
formal cabinet cousujjation about tho
mattor and there was no disagreement
whatever among tho members much
of incivilities The
less any exchange
president had several times during tho
summer made suggestions to Mr Tanner
which ho hoped would have a good
effect as he feels very kindly toward
him personally The question was
at all in tho presidents mind
one of two persons should go
not

Tho Tanner Sensation
Special to the Gazette
Washington Sept 12 Political cir-
cles aro still agitated over the Tanner
affair It has created the greatest sen-
sation that has happened under the new
regime and is the only topio of coversa
tion in Washington Opinion is greatly
divided Some think Tanner is the
victim of Nobles prejudice and
say he has been treated with gross injus-
tice Others praise the grit of Sie secre-
tary for insisting that Tanner Should go
after it had been demonstrated that he
was in nowise qualified to conduct tho
bureau A great deal of bad feeling ex-
ists and the relations of Seere
retaries Noble and Tracy are likely to be
strained for along time Tray stood up
for the commissioner whom he had been
instrumental in having appointed and
ureed Harrison not to dismiss him
Noble remarked with warmth that the
interference of one cabinet officer with
another regarding the treatment of a
subordinate of the latter was imperti-
nent The president broke in and stopped
A FLOW OF ANGRY WORDS
Harrison is nearly as badly broken up
over the business as Tanner He hated
to oust the fellow knowiug what a
howl would go up in certain quarters
but at tho same time he
could not afford to lose a favorite mem-
ber of his cabinet Now that he has Tan-
ners resignation he will try to patch up
trhings and conciliate all parties by giv-
ing that worthy as good or better place
than the pension bureau Ho was offered
the marshalship of the southern district
of New York but refuses it and Mrs
Tanner is quoted as saying that
SliE WOULD TAKE IN WASHING
before allowing the corporal to accept it
The chances aro however that by the
time the Tanner family reflects a little
they will reconsider and conclude
that a marshalship is not such
a bad thing after all Some think the
excommissioner may find solace in the
recordership of deeds of the Distriot of
Columbia butlis hardly possible that
the president would go that
far in the way of a peace offering It is
hard to say which are the most
disgusted at the outcome Tanners per-
sonal friends or those political enemies
of the opposition who hoped he would be
