when he tins any doubt about car service
being paid to demand one t dollar car
service at the eud of the free time allowed
for unloading or loading ears anil If pay-
ment of said car service Is refused to de-
cline to deliver the cur or allow the lading
to he takeu from i either by sealing or
locking the far or by placing It where It Is
not accessible to consignee or shipper
