This is not a discussion of the dif-
ference between the man who owns a
poll tax receipt dated before the first
day of February and the man who
has not such a receipt though that af-
fords one very good illustration of a
good citizen But citizenship and its
influence for good on the community
is based on other things as well as
voting right We often hear it said
that a man is a good fellow when
in truth a better analysis would show
him to be anything but a good fellow
as far as his influence extends to
helping others get along and to reach
higher for perfection It has been
recognized among men for a long-
time that the most baleful influence
in a community often comes from a

mixer and he acts as a magnet to
many younger and weaker men and
if he leans a certain way the others
are apt to sway with him It is a
case of thumbs up and thumbs down
Many such men exercise tills hurtful
influence without being conscious of
it while others realizing their power
over others use the power for evil
purposes and to selfish ends The
more intelligent a man is the greater
Is his debt and responsibility to his
community and to his fellowmen
And the man who knows he has in-
fluence and power over others and
uses this power for evil or does not
guard it for good is a menace to all
with whom he comes in contact Ev-
ery community has such characters
Sometimes they go about tearing
down the moral fibre of the commu-
nity and are ignorant of their destroy-
ing powers Other times men of this
quality with cunning and with wicked
intent use the same power to accom-
plish selfish and wicked ends
We could say more along this same
line but we are not disposed to
preach at too great length But as a
final word lets all pay our poll tax
and remember Inthe meantime that
motive is everything in life
Everybody should be satisfied Yes-
terday was summer while today it is
winter again
An onion dinner hasijust been pull-
ed off in Chicago and it was a per-
fectly lovely affair as the society

In all candor the Herald believes
Governor Campbells message would
have been fifty per cent stronger with
the people if he had omitted the de
mand for atwocent passenger fare in
the state We say this much with-
out trying to decide the merits of the
question But we do know that the
matter of a twocent railioad fare is
not a popular issue at this time To
our way of thinking Texas needs too
much in the way of railroad building

the governor in believing that the
roads could operate at a profit on a
two cent rate
The Texas Commercial Secietaiies
say they are working for the best in-
terests of the state and want to
make it so outside capital can come
into the state feeling fully assured
that investments will be safe And
how are they trj mg to create this
confidence By shouting aloud to the
four corners of the earth that the
laws of the state are bad and that
the onlj chance capital has to Keep
its own is to maintain a lobby at Aus-
tin with a mighty club raised to re-
sist the efforts of the politicians from
working the shell game on investors
It is a new method but perhaps the
best way to create confidence is to
shout crookedness

Bullet From Rifle Tore Through Her-
ald Office Yesterday Afternoon
Yesterday afternoon between 530
and G oclock a bullet from a lifle
crashed through a rear window in the
Herald office and was buried some-
where inside of the office The of-
fice force had quit work for the after-
noon and only two men were in the
building An investigation was made
and it was found that about three
windows had been plugged with holes
by some one evidently shooting at pig-
eons in the neighborhood Some of
the windows broken weie expensive

should be stopped It endangers life
