You Can Scratch

Dear Sir I am of tho opinjon that to
give thu Texas farmers permanent re
lief it must done by manufacturing tho
raw material especially tho cotton
crop The idea of manufacturing 3000
000 bales of cotton with Texas capital
would at first blush seem to bo un-
reasonable absurd and visionary in the
extreme but if it is investigated it will
be found not only to be found not only
to be very practicable but can bo done
within fivo years I would suggest
company be organized to bo known as
the Texas Cotton Mill Co capital 60
000000 shares 100 each payments to
bo made in installments of 2 por month
In this way in four years and two
monthB the entire capital can be paid
in Object of tho company to buy cot-
ton in lint or in bales gin nnd manu
turo the same The head office of the
company to bo at DallaB with a board
of directors in every town in tho 8tate
that handles by wagon 6000 bales of
cotton and which would subscribo for
not less than 50000 of tho capital stock
of the company The under board of
directors to have tho management of
and report to executive board semian-
nually The treasurer of tho company
should have tho powor and it should
bo his duty to viait each mill semian
nually and thoroughly examine the
of tho various mills In this way
keeping a close check on tho expendi-
tures of the company The president
vice presidont secretary and treasurer
should bo elected by the stockholders
and should be assisted in their duties
by an executive board composed of the
various chairmon of tho local boards
When as much as 1000000 of tho cap
ital stock is subscribed for then the
company should bo organized and as
soon as enough idstallments have been
paid in to justify the commencing of
work it Bhoud bo done obtaining loca-
tion either by purchase or donation
commencing tho construction of
every
plant so that tho manufacturing of
goods can be commenced before the
complotion of tho entire properties I
woald suggest that it should be the
purpose of tho company to manufac-
ture all grades of goods In that sec
tion of the State where tho cotton wbb
very fine manufacture tho best grade
of goods To manufacture tho 300000
balo crop of Texas would require the
expenditure for pay rolls annually
Bomotbing over 08000000 nearly as
much bb the present crop brings It
would possibly require 150000 employos
The demands then for tho truck farm
would bo immense This would giva a
lasting diversification of the crops
Why should Texas send her cotton to
Japan Manchester England or Fall
River Mbsb to bo manufactured when
she has the ability to manufacture ev-
ery balo of her cotton at home With
her magnificent gulf frontago and
State commission looking to tho States
interest every yard of cloth manufac-
tured within tho State can find its way
to the markets of the world through her
own seaports If mills away from tho
cotton patches pay what will tho mills
do where they can manufacture tho
cotton without spoiling the
staple by
either pressing or compressing I have
gone into tho matter BUfliciontly far en-
able you to grasp my idea If this mat
tor is taken up by tho various commer-
cial organizations throughout tho Stato
and thoroughly dismissed and explain-
ed something good will como to tho
Stato and plantar Everybody should
be invited to become stockholders in
the Texas Cotton Mill Co

all of tho mills at Charlotte NO were
built on tho plans sugcested Should
a movement of the kind bo started in
Texas having many of tho loading
financiers of tho Stato at its head it
will bo found that many foreign mills
will be anxious to becomo stockholders
in such a company I doubt if anyone
v ill question but that such a proposi-
tion will give to tho planter a steady
auct fixed price for his cotton It will
also bring about a reduction in the
crop by enabling many to discontinuo
planting cotton to supply tho opera-
tives from their farms Should tho
South reduco the production below tho
consumption say 1000000 balos tho
demand for spots will naturally bo so
great and price so high as to put tho
foreign mills out of business If plan-
ters will keep this in view they can
force the cotton mills South The South
has two ways of mastering tho situa
tion by uniting and building the nec-
essary mills or reducing the crop to a
point to force the mills to the cotton
fields I would suggest working both
nplanijoitly Would it not be better
from every point of view to leop tho
Souths surplus money at homo and in-
vest it in manufactories thus greatly
enriching the country than sending it
North where ft will do tho South no
good Is it to the interest of tho North
to help flnanco such a proposition as
that of manufacturing tho cotton of tho
South noar tho fields Why should tho
South go North for such assistance It
has the ability now to finance most
anything wantedespecially cotton mills
for tho manufacture of tho Souths
greatest crop When tho Southern
planter puts himself in such close touch
with tho manufacturer that each can
soil direct to tho mill then and not
until then will ho bo absolute master
of tho situation In this lies his only
and comploto salvation and freedom
from tho speculator

came up In the housa Tuesday on
Becond reading Mr Hancock Its
author explained Its provisions After
much discussion a motion by Mr Bar
cua to table tho bill iraa defeated and
adjournment token
House committer on private corpor-
ations Tuesday night gave hearing to
the private bankers of Texas who
were on hand to the number of about
fifty to exprsso objection to the pro-
vision of the banklns bills which seek
to subject them to certain of tho re-
strictions provided for state banks
During tho preliminaries O A Ivl
of Victoria told the oommltte that the
private bankers were not here as lob-
byists but in response to the invitation
of the oommltteo an business man and
citizens to confer with it
In the senat Mr Harper moved to
reconsider the voU by which the sen-
ate recommitted tho bill by Senators
Chambers and Terrell prohibiting
liquor being drunk on tho premises of
cold storage concerns and social clubs
The motion prevailed without onju
ment by n vote of 17 to 10
Lieutenant Governor Keal in tho
chair then laid tho bill before tho
senate
Senator Willacy rrodo a point of
order that the cold storage bill could
not now be considered as pending bus-
iness because there are six special or-
ders pending and that it would re-
quire a twothirds vote to suspend1
that order
The point was not questioned by the
friends of tho bill and it woo sus-
tained by the chair
Finally passed Henderson county
road btll and Jjohneon county rood
bill the latter a house bill

his death He stated that he was go-
ing toward tho depot and hearing
some one behind him turned to look
when a man shot him The nigh tbe
