Special to The Post
Frankfort Ky February 4 Thera a ro slight Indications that the ice Is break-
ing up and that navigation will soon be opened for the democratic ship of state
In Kentucky An Indicated In these dispatches last night there waa A possible
soluUon of this difficulty in tho Intervention at the National administration a
Washington The ono happening of today Indicates that Taylor has received a
tip from Washington to graccfuily yield It Is known here upon reliable authority
that tho president yestorday refused to r arit Senator Doboe an Interview thus
showing his displeasure at tho manner I n whjch tho republtc ns of this State are
acting hut It Is also believed that McK Inley did see Former Governor nradloy of
Kentucky who It Is said left for Washington Immediately after Judgo Evans of r
Louisville refused togrant the republicans tho injunction they asked for to re-
strain tho democrats of the leglslaturo from assembling In Frankfort It Is be-
lieved that Bradley saw McKinloy and had the riot act read to him for tbo em-
barrassing position In which the Kontucky republicans havo placed tho National
administration t
If this be true Bradley evidently eo ratmmlcated promptly with Taylor who
this morning ordered the release of Alonio Walker tho man who wan arrested and
held prisoner by Taylor since Frb > y for serving a rtotlco of injunction proceed-
ings against him This is a straw ot hopo among tho democrats that their course
of sticking closely to tho law and remaining cool and studiously avoiding all
scrablanco of anger or riotous conduct will win In tho end a bloodless victory It
Is all hope Wd speculation however for no mag seems to know what Taylor In-
tends to do or what he Is capable of doing He rofuses to Bee all newspaper
correspondents who do not representpartisan republican organs and experience
of the various correspondents In trying to obtain admission tp his presence altor
announcing the name of their papers havo not been pleasant ones Most of us weie
ordered from tho capltol grounds and a man does not hestltate long when the
sbarp nds of a lot of bayonets are only six Indies from his Bplnal column Al-
though Taylor admits correspondents for republican papers be refuses to talk fof
publication and will not allow them to quote him Of course tho mbstanco o
what he has said has found Its way Into print To all of them ho saya he Intends
to remain firm and hold his office Whether he will or not remains to J > o seen If
he does a conflict can not be averted If Hfe yields peace will prevail That Is the
situation In a nutshell Judgo Ira Julian a distinguished lawyer of Kentucky
announced the democratic position today when he nald to Tho Post correspond
ent The Democrats intend to pursue legal and peaceful methods to cbfaln their
>
right
f t
iand inaugurate a lawful and constitutional Stato government as Ions as they
bly can That they will Inauguratesuqlif a Eovernrtiont there IstSio question
possibly
Wo will do it peacefully if wo can That tells the Story and the future will depend
on the course pursued by Taylor There may be some troublo tomorrow arid there
may not Senator Joe Blackburn waa asked today If he thought tho republican
Intended to use force to compel democratic members of the legislature to attend
the session of the rump legislature composed ot lhn republican members called to
moeVat London Laurelcounty Ke nlucky on Tuesday Ho saldr Yes I bcliev
thoy Intend to try to arrest democratic members and force them to goto London
He was asked If be thought they would resist the attempt of thn republicans He
fad he thought they would Ho also intimated that If thoy did resist It meant
some troublo then and there
While Governor Taylor himself will not discuss the matter It Is announced by
several republicans closetohim that hehas concluded to servotho warrants already
Issued for the arrest of a sufficient numberot the democratic membersof tbo legls
laturo tn Insure a quorum itt London
i K C Jarnlgan a Taylorlte leader 1b authority for tho statement that Taylor
will resort to this means to assert bis authority In convening the Kesnlon
If it becomes necessary ho said t o garrison tho town tho legislators living
quarters and tho legislative halls Governor Taylor Is determined to obtain a quo-
rum
Somo of tho mora timid democrats anticipating this move left thecity Imme-
diately after Hie adjournment of the legislature at tho Capital hotel Most ot tho
Goebel men however though realizing that they aro In Imminent danger of ar-
rest have determined to remain In tho city and follow every step In tho fight
Senator Utley a strong Goebel man discussed tho compulsory removal of the
legislature to London and said
Well let them arrest me I suppose I will be taken to London and shot llko
cattle Tho lawless partisans who Infest Laurel i county are determined right or
wrong that Taylor shall be governor In tbo murderous attack on Governor Oo ebel
wo havo r warned what to expect at London If wo aro takenihorotbyforcewo
shall bo nVdered but we are willing to lay down our lives poacoably for tho cause
which wo believe to be right
If not arrested he democratic mom bers of the legislature will meet hero again
tomorrow Whether they will attempt to asscmhlo tn tho State capltol or not Is
not known If they do so In view of the temporary restraining order issued by
Judge Cantrlll to reatraln Taylor and hU cohorts from Interfering with them ton
probability Is there will be no trouble It is fully expected that TnylorK soldier
and armed mountaineers will resist the atompt acting under his orders and com-
pletely Ignoring the Judicial authority ot tho State If they do nterfcrewth tba
> peaceable as8embllng ofthe democratlo members In the capltol building tho
probability is the democrats will quietly withdraw assomblo elsownnra and walt
for tho Issuance of tho permanent Injunction on Thursday andtho service on
the republican usurper Unless Tnylor yields accepts service ot tho Injunction
and acquiesces in the decision of the Judicial authority of tho State the crash
will como like ibe crack of doom and tho blood of Kentuckys somewill floV In
the streets of Frankfort
Thero Is another reason advanced hero tonight by a man who has been a War
wick in Kentucky politics why It is probable that Taylor will eventually ymid
without a bloody struggle This gentleman whoso limn The Post correspondent
is requested not to uae said that now that Governor Goebel was deadthat inas-
much as he was tho one man whom tho Louisville and Nashville railroad Influ-
ences had attempted to remove that powerful engine In Kentucky politieswould
withdraw its active support of Taylor When It does so tho monoy tho sinew
of political warfare will be taken away from Taylor and one of his strrmgest props
will have been rerpoved Tbo republican National committee will not come to
his aid because the managers of the republican party ro rot In sympathy with
blm In thls fight They are frightened by its bloody projective and therefore fear-
ful of Its Influence on tho vote of the entire country With bis greatest ally lay-
ing down Its arms by withdrawing U financial support the chances arq that
Taylor will TOallze tho utter hopeleasaess of his case and quit
Tho preparations for the funeral of Governor Goebel are not yet complete It
Is the Intention now to send U remains to bis old home in the city of Coving

TAYLOR MUST MAKE FIRST MOVE
v
Democrats Will Stickf Closely to the Law and if There Be Bloodshed
the Responsibility Will Be with the Usurper
H iv
Tt Is only a matterof time until the whole conspiracy which terminated V
the murder ot Ooebel Is laid bare Some of tho moat prominent detectives in the
country havo been hero slnco Wednesday working on tbo case and their efforts
have not been In vain Somo action Is expected al the first session ot the leg
lslaturo In rgrd to the offering of a rsward ot 56000 for the arrest and coil
victlon of tho woutdbo assassin 1
of Governor Goebel The democratlo leaders
to a man are in favor ot eueh action and although only a small proportionqt
tho ranX and file of tho democratlo legislators have boon consulted In tho mat
tor it la considered probablo that favorable action will bo taken on tbo matting
whem It is brought boforo them In regular sofelon National Conimlttperaan Urcy
Woodson who Is ono ot tho chief advocates of the measure said tonight that
ho had llttlo doubt that the roward would bo offered Tho prospect of this re-
ward Is stirring many professional dotoctlvcs and amateurs are also numerous
Several of tho deloottves aro said to have como In with the soldiers Tuesday night <
and Wrdncsdoy morning and aro parading in tho garb ot a soldier They are
members qt tho Stato guard to all appearances and stand their watch Hlto tho
bnlanco ot tho aoldlers but thoy manage to keep their colleagues on tus out-
side posted as to what Is going on on the Inside
New and Important details ot the plot to asfosslnatn Goebel are constarjtly
cropping out but whether through efto rta ot the detectives or not Is not knoyn s
A Slato senator has Just made public th o fact that he was standing In tho rotund >
of tho statehouse when the first shot wn s fired at Goebel and that four rough
looking men wore standing Just at tho head ot tho steps Ho had Just been
told they wore from Clay or Whitley o ounty The Instant tho shot was fired
these men put their hands In their pockets and hastened down tho steps where
they met four more roughlooking men and whispered something to thorn They
all went out of tho building by tho side d oor as though they knew what had oc-
curred and bad no desire to seo for them selves who hnd been shot The senator Is
euro that theso men wcra stationed tn the building so that it tho mnittn ambush
on tho lnaldn failed to Rot a shot at G oobel hecauso of too mauy friends Milk-
Ing with hint ho was to be done to death as ho wont up tho steps In tho rotunda >
In a sham fight faked up between the me n at tho bottom and top steps The plan
t
was fixed that ho was to bo removed from the scene of action that day au dlt
ambush failed another death trap was awaiting blm
A new complication will enter into t ho already Interminably tangled situation
this week Next Tuosday Is the dato se t far tho meeting ot tho contest boardl
which will decide tho contests tor all th o offices bolow tho grade ot governor and
lieutenant governor It the republicans p urauo tho samo tactics that they used last
week thoy will prevent tho board from h oldlng a session The offices Involved aro
auditor attorneygenera secretary of st ate treasurer of stato arid comtfiUstoner
of agrloulture Tho election commlsslo n will bo here but the member s antici-
pate troublo from tho aarao sources that have mused all the complication
Another complication that may arlso Is over the voto of tho senate upon tho
seating of Governor Goebel Nineteen vo tes were cast tho number not being a
quorum ns there aro properly thlrtyclg ht members ot the senate Ono senator
because of Illness has never qualified and the democrats before declaring Mr
Goelol to bo governor took the precaution to secure his icslgnatlon reducing
tho total number ot senators to thirty six ot which nineteen constitute a quo-
rum Thn resignation was written out a nd Mr Goebel affiled hlsslgnaturo b for
tho sobsIou was called C A E-
Special to The Post
Wnsntngton January 4 It Is saldhare tonight that Taylor has been given an
intimation that knowing ho can nol h avo uny recognitionfrom th National govern t
ment ho will perceive the nceesUy of yi eldlrig in tho atrugglo Ho has nojhtng t
but control of tho militia to stand upou Tbo lglslaturojs acaJrislJhlm tfcojctiuri
aro against him the National administration is against him and public opinion la
against him He can do nothing to sustal n his clalmYto the governorship oxcH by
force and this Is revolutionary Naturally tho democrats In Kentucky possessing <
all tho moral advantage will carefully endeavor to preserve tho peace They have
tho courts and the legislature and they beliovo they will win by standing thotr
ground refusing to compromise and waltl ng for Taylor and his henchmen to get
tired of carrying on tho deBporato and profitless game The National administration
knows all this and thinks that Taylor nho uld rcallio It and act accordingly and he
has hcen told so
Tho fear Is xprosscd that Taylor may actually attempt to convene a legislature
at London and byfixing up contests for scats or by somo other hocus pocus have <
his republican members unseat democrats and put enough republicans In their
places to glvo a majority of tho whole Of eourso this would not help blm cither
before tho courts or In public opinion but It is possible he may resort to such a
desperate measure One Kentucklan expresses the opinion that a result of tho
rrescnt troublo will bo a State government at London Upheld by tho mounjalncers
and by no ono clBe and another Stato government at Frankfort recognized by
tho courts and most of the people of the State In tlmo tho London government
would Inevitably become a Bort ot opera bouffe affair and as scon as thepe opls V
tart laughing that will be the end of the dictator
It is pointed out hero that by his hghbandcd eourso Taylor has lost the
only advantage ho had from the legal point of vlow This was that tho lawof
Kontucky framed In accordance with the spirit of tho Stato constitution requires
that in determining a contested election for governor tho legislature shall act by
separate houses Up to the time Taylor adjourned tho leglslaturo and stationed
troops lutho whlio houso there was gravo doubt as to whether tho democrats could
control tbo senate for this purpose The scnalo Is democratic hut somo ot tho
democrats were Inclined to refuse to follow Goebel and voto to declare blmelect
cd If tho democrats could not control the senate they could not unsealTaylor
and seat Goebel and tho former could have remained governor Hut when Tey
lor attempted to make himself dictator by fo reo ho solidified tho democratic party
In both branches of tho legislature and at the first opportunity both houses w Ul
declare Goebel ejected
