THE PRESIDENTS MESSAGE
The presidents message to congress on
the Hawaiian nuwter covers the ground
very fully and makes It perfectly clear
to the mind of any intelligent and im-
partial reader that ha pursued tlj > only
proper anS < jonssicrrt course in dealing
with thq question
Accompanying the treaty which Presi
dent Harmon submitted to congress was
the statement that the force of the United
Stat had In mi way been employed to
mi or Influence the abdication of tho
queen of the ldands and that no recogni
tion was acceded ihe provisional govern
ment until after it was in complete pos
session
There was however a counter state-
ment of the queen and her ministers that
sh baa simply yielded to ihe superior
force of the United States which had
wrongfully deprived her or her throne
This protest was brought to the intention
of Mr CioveUnd after he succeeded to
the office or president and he withdrew
the treaty for examination There was a
conflict of testimony and he selected a
commissioner In whose Judgment integ-
rity and high honor lie hud the fullest
confidence lu visit the islands and make
a careful and Impartial Investigation The
conclusions of this commissioner wore
accepted th > president says not solely
upon his well known honesty and ability
a man < r upon his impartiality as
an investluor but because they weto
born out by the proof which he fur-
nished and these proofs were transmitted
to congress by the president along with

mistakably that a conspiracy had been
formed by a comparatively small number
f persons mostly foreigners for the
overthrow of the existing government and
the establishment of another with the
conspirators at its head The United
State minister wan in the full confidence
nd In full sympathy with these con-
spirators and by the use of the United
tate marines he enabled them to ac-
complish their purpose The queen was
persuaded that to oppose tho conspirators
was to be brought Into conflict with the
siiperlarforce ot the United States und
further that this government would ns

right any wrong that might be done
