sign-up in the 1972 annual
"Wheat Feed Grain and Cotton
programs originally scheduled
for January 17th through Feb-
ruary 27th has been cancelled
until further notice. It is un-
derstood that announcement
has come down through the
.Area Office and no details
were given. As soon as a new
sign-up date has been announ-
ced producers will be adequate-
ly advised.

TOO OLD TO DRIVE?
As auto accidents go Mrs.
Martin's collision with another
car was nothing special. But
soon afterward bad news ar-
rivpd in the mail.
"Your driver's license has
been revoked" said a notice
from the Traffic Bureau.
Mrs. Martin an ardent mo-
torist decided to put up a
fight. Challenging the Traffic
Bureau in court she pointed
out that the collision was in no
way her fault.
"Even so" countered a Bu-
reau spokesman "this woman
has already passed her 77th
birthday. That alone is enough
basis for us to revoke her li-
cense." But the court disagreed. Or-
dering the license restored tho
court said advanced years alone
are not enough reason to take
away a person's right to drive.
Most traffic laws say( that
officials may revoke the licenso
of anyone unfit to handle a car.
But they may not classify a per
son as unfit without good
grounds. Even a physical disa-
bility may not be enough to dis-
qualify a driver if the disability
can bo kept under adequate
control.
For example:
A man had diabetes. But his
condition was such that the pos-
sibility of insulin shock was
slight. And if shock did occur
It would give him enough warn-
ing to allow him to pull over to
the curb. A court held that his
license could not be revoked.
Another man occasionally
suffered from double vision. But
he could clear it up instantly
just by shutting one eye. His
license too was held not sub-
ject to revocation.
However a court refused
similar help to a woman afflict-
ed by heart trouble high blood
pressure and partial paralysis
on one side. Seeking to have
her license restored she recalled
that she had driven for 30 years
without an accident.
But the court noting the
very real possibility of sudden
trouble said her good driving in
the past was no guarantee
against bad driving in the fu-
ture. As one judge. put it:
"The purpose is not punish-
ment of the driver but the pro-
tection of the public."

As you begin to use your new
appliances suppose the dryer
ceases to function due to faulty
installation by the appliance
dealer. If the dealer is a repu-
table one he will repair it or
see that it is installed properly
ursuant to your warranty. But
suppose the appliance dealer
has in the meantime quit doing
business or has moved from
your city and cannot bo located.
What do you do now 7 Can you
legally cease making payments
until your dryer is repaired or
replaced 7 If the bank is a "Hol-
der In Due Course" tho answer
is no.
Remember tho bank paid
valuable consideration lor your
note. It paid the dealer cash in
full. It make makes profit from
the interest you are paying on
the note and the bank more
than likely would have had no
reason to believe the deal was
other than reputable. (Or at
least it will be extremely diffi-
cult for you to prove otherwise) .
Where does this leave you
legally? This leaves you with

the time installment plan? Sure
you have. Practically all major
appliances nre purchnsed in this
manner.
Here's how it works: You as
the consumer purchase a wash-
er and dryer from one of the
local appliance dealers in your
city. You sign a time installment
contract and promissory note
for tho total purchase price
payable in monthly installments
ranging from 12 to 3G months.
(It should be noted that the
time installment plan is utilized
in the purchase of furniture
dance lessons etc. as well as ap-
pliances) .
Your promissory note for the
total price of tho washer and
dryer is in turn assigned or
transferred by the appliance
dealer to a bank or other lend-
ing institution. By tho terms of
this assignment or transfer
the appliance dealer who sold
you the washer and dryer is
paid in full by the bank and
you now begin to make regular
payments to the bank for the
purchase of your appliances.
The bank who owns your pro-
missory note now is probbaly
a "Holder In Duo Course".
So what does this mean to
you a consumer? Legally
speaking it means a great deal
in terms of the rights and li-
abilities of all three parties
you the appliance dealer and
the financial institution to
this everyday commercial
transaction.
What exactly is a "Holder In
Due Course"? Generally. a
"Holder In Due Course" is one
who takes a negotiable promis-
sory note in tho regular course
of business paying a valuable
consideration for it and who
has no reason to believe that
tho original transaction .be-
tween you and tho appliance
