taking parts on the program.

are as follows: 1968-69 total
cost is $169700.00 of which
$146900.00 is received from
state sources and $22800.00 is
derived locally. If the formula
proposed for the new plan had
been used this year our part
would be $31800.00 or $8-
500.00 more than we are pre-
sently contributing to tho total
program cost. This means that
this amount would be deduced
from the state share. By 1970-
71 it is estimated that the to
tal cost will have risen to
$208500.00 with our local
assignment being $44900.00.
At present our portion is cal-
culated by applying a ration
to the total for the county.
For example Bell County's lo-
cal fund assignment has to be
distributed among the various
school districts and each dis-
trist is assigned according to
the economic index. This in-
dex is a factor computed from
data relating to property val-
ues industry population
trends and ability to pay. Gen-
erally speaking if a district
has one-tenth of the county
valuation within it it pays
one-tenth of the county cost
or local fund assignment. In
our case this formula is ap-
plied for Bell Milam and
Williamson Counties since our
district lies in all three of these
counties. The $22800.00 men-
tioned above is tho sum of the
portions assigned through
each county.
An approximation of this
local fund assignment can be
derived in this manner; The
present assessed value of
property in the Bartlett ISD is
4.533 million on which we
collect seventy cents per $100.-
00 valuation for maintenance
and operation costs. Slightly
more than fifty cents of this is
needed to produce the $22-
800.00. The Governor's Com-
mittee suggests that we should
be raising $31300.00 which
would require practically all
of the seventy cents. The com-
mittee arrived at this $31300.-
00 by multiplying the MAR-
KET VALUE of the property in
this district by the state's ef
fective tax rate of 13.8c per
$100.00 valuation. It also
states that by using the market
value for tax purposes we
could raise our present assign
ment with a rate of 10.2c per
$100.00 which means the
market value of property in
our district is $22351 million.
There are quite a number of
factors making up the local
fund assignment for the next
several years and the effec-
tive tax rate is scheduled to
increase from 13.8c used for
this year's calculation to twen-
ty cents in 1969-70 and gra-
duate up ward at a rate of one
cent per year until it reaches
thirty cents in 1979-80.
These changes are some of
the starting points for what
the Governor's Committee des-
cribes as a quality program of
education for all Texans.

A. P. Andrews administra-
tive officer of Internal Reven-
ue for Temple said today that
substantial savings will be
realized if the form provided
is used because fewer key-
punch operations are neces-
sary to process the return.
"It also helps us utilize the
full capabilities for which the
Automatic Data Processing
system was designed" he said.

changed make the necessary
corrections by striking lightly
through the preprinted infor-
mation. If you have a refund
due this will help insure de-
livery of the check to the cor-
rect address.
Taxpayers should also veri-
fy that their correct social se-
curity number is entered on
the return they file.
Most taxpayers are able to
prepare their returns them-
selves by closely following the
instructions.
