Bartlott will host the Inter-
scholastic League Literary Meet
for the first time late next
month.

The literary meet will be held
in Bartlett on the night of
March 29 and the morning of
March SO. On Friday March 29
the general assembly will be at
7:30 p. m. in the high school
auditorium. Events to be held
that night are persuasive speak-
ing declamation spelling and
science. On Saturday March 30
the general assembly will be
held at 8:80 a. m. Contests in
poetry interpretation debate

off duty hours with Armed
Forces Radio and Television Ser-
vice (AFRTS) as an Operator
for KMTH-TV.
Ernest is serving with the U.
S. Navy SeaBees on Midway
Islands. He is a 1959 graduate
of Bartlett High School.

aneous speaking will be held
following the assembly.
Other activities of the Inter-
scholastic League meet include
a track meet on April 6. The
site is to be selected by the
athletic directors. The softball
tournament for grammar school
boys and girls and high school
girls will be held at Holland on
May 10. Provided there are en-
tries the one act play contest
will be held at a place and date
set by the director. Admission
price to the plays will be 20
cents and 85 cents.
Ribbons will be given for the
first three places in literary
events and the first four places
in track events. Trophies will be
given for senior track high
school juniors' track grammar
school track and three divisions
of the softball meet and the one
act play contest.

Your State Capitol
Lawyers are wondering if the
Texas Senate really passed a
constitutional amendment reso-
lution proposing that the voters
give women equal rights.
Records show that this resolu-
tion passed the Senate 26-6. But
it also shows that the Senate
Voted down an amendment
which would have made it clear
that the purpose of the propos-
al was to repeal all laws on the
statute books which treat wo-
men differently from men.
When courts interpret the
laws and constitution legisla-
tive intent is what they must
determine. Records now show
that the legislative intent of
the Senate was not to repeal all
the discriminatory laws about
women.
Texas Sells Itself
Legislators' proposals to add
such slogans as "Lone Star
State" and 'Texas Has Every-
thing" to auto license plates
haven't found favor with Dewitt
Green chief engineer for the
State Highway Department.
"T-E-X-A-S is the only slogan
this state neds" Green told the
House Appropriations Commit-
tee. He added that more word-
ing on car tags just means ad-
ditional expense.
"All law enforcement officers
will tell you" Greer explained
"that the readability of the rest
of the plate is lessened if you
crowd in slogans."
Parks-Highway Tie In
Greer testified before the
same committee during hearing
on a bill by Rep. David Haines
of Bryan to put state parks un-
der the Highway Commission's
jurisdiction.
Greer made it clear that his
commission is not seeking an ex
tra job. But he stated "If you
gave us the parks to administer
we would do an outstanding job
of it."
Haines' proposal is an alter-
native to Gov. John Connally's
suggestion that the Parks Board
be combined with the Game and
Fish Commission.
Death of Poll Tax?
If the rest of the Senate feels
like the Senate committe on
constitutional amendments the
poll tax may be on its way to
extinction.
Committee gave a nine-to-two
approval of Laredo Sen. Abra
ham Kazen's bill to submit to
the people a constitutional
amendment that would Mil the
poll tax as of February 1 1965.
If Kazen's bill passes the full
legislature voters would make
the final decision in the 1964
general election.
Anti-Pollution Bill
A bill to give a county health
officer the power to enter and
check business establishments
and manufacturing plants "to
discover threats to the public
health" from air or water pollu
tion was revived by Rep. Bob
Eckhart of Houston. He failed
to get it passed in previous ses-
sions. Parental Pay Plan
Fifty per cent of a man's week-
ly wages could be attached to
pay child support if Tyler Rep.
Ben Jarvis' bill becomes a con
stitutional amendment.
County Unit Change Proposed
Rep. George T. Hinson of
Mineola thinks it's time some-
one started doing something
about modernizing county gov
ernment." So ho has introduced
a bill to require county com
missioners to be elected bv the
county at large.
Each county precinct would
have to put up resident candi-
dates which Hinson oxplained
would assure continued local
representation through pooled
knowledge of each precinct's
problems and prevent the larg
est community from filling a
(Commissioners court with its
own residents.
Hinson believes his county-at-largo
election plan would get
commissioners from all precincts
to work at all times for the beai
interests of the entire county.
Do 'Eyes' Have It?
1A proposal by Rep. Bill Walk-
er of Cleveland that the state
song be changed from "Texas
Our Texas" to "The Eyes oi
Texas" has been referred to a
study committee which includes
no Texas exes.
LBJ Law Hit
Rep. O. H. (Ike) Harris (R-
Dallas) has introduced a bill to
repeal the so-called "Lyndon
Johnson law."
Present law permits a can-
didates name to appear on tne
ballot twice thus permitting
him to run for two offices at
the same time.
Convict Labor
Use of prison labor to improve
state parks is under considera-
tion. This fact was brought out
in a legislative hearing of the
House Appropriations Commit-
tee. Securities Exams
Securities dealers and sales-
men will have to pass a written
exam to get a license if a bill
by Rep. Gene Fondren of Tay-
lor becomes law.
