The Agriculture Committee
was officially organized on Tues-
day Jan. 29th. We had actually
been working informally before
that as I reported last week.
Since that time we have been
meeting twice a day on cotton
legislation. With only one ex-
ception every witness has urg-
ed prompt action to equalize the
cost of cotton to the American
mills with the cost to foreign
mills. On yesterday the Assist-
ant Secretary of Commerce stat-
ed that for every dollar spent
by the government on such a
program we colud expect to save
American consumers two dol-
lars in the price of fabrics
this is in addition to the clear
advantage which American mills
and cotton producers would gain
by a larger use of cotton. The
hearings continue next week.
On Thursday morning all
Democratic members of the
House were invited to the White
House for coffee contrary to
general opinion Members of
Congress visit the White House
only very infrequently and the
President usually has a specific
motive in inviting such a group.
This time he wanted both to pre-
sent his views on taxation
and to point out a good many
of the commonly accepted ideas
as to the economic condition of
our country were not well found-
ed. For instance he showed that
the expenditures of the Federal
Government have actually not
grown nearly so fast as have
the expenditures of local and
State Governments. This is also
true in most States (other than
Texas as the increase in pub-
lic debts. Indeed since the
close of the War the per capita
Federal Debt has actually de-
creased.He also pointed out that
the percent of our total expen-
ditures assigned to social and
welfare activities was going
down quite sharply. All of this
is not to say that no reduction
is justified in Federal expendi-
tures but I think it clearly
points up the fact that our coun-
try is not drifting into socialism
as some people would have us
believe.
As of today we have a new
Assistant in our office. Narvie
Caperton of Cameron is taking
the place left vacant when Dr.
Miller returned to Baylor Uni
versity as head of the Political
Science Department. Many of
you know Mr. Caperton and I
am sure that many more will
come to know him. He is here to
aid you. The work of a Congress-
man is so varied and has grown
so much in recent years that
Congressional offices have to
keep expanding (actually this is
no expansion in our office it
is but filling a vacant position) .
Mr. Caperton and all of us stand
ready to serve you in any way
we can.
