Bartlett Texas
A recent ten-year medical-
dental study of the residents of
Cameron and Bartlett citizens
for information on the effects
of excessive amounts of fluoride
in water supplyd revealed that
there was no significant differ-
ence in the health of the citizens
of the communities with the
exception of a significiantly
higher rate of dental fluorisis in
Bartlett citizens.
This ten-year study was a
the United States. The U. S.
Public Health Service recom-
mends 1.0 p. p. m. fluoride in
water supplys. Cameron with a
low amount of fluoride content
was selected as the control area.
Both towns were similar with
respect to geography racial
composition and principal oc-
cupation which is agriculture.
In 1943 11G persons in Bart
lett and 121 persons in Cam-
eron were examined by a medi-can-dental
team of the Public
Health Service. Participants
were not required to be born in
the study areas but they had to
live in the area for 15 years
prior to the study. In 1953 an
other examination was made of
comparison test between Bart
lett witna.u p.p. m. nuonae m i a1 participants. Each examina-
its dnnkihg water supply and tlon lncluded a mcdical history

m. fluoride in its drinking wa-
ter supply between the years
1943 and 1953. The study was
conducted by Dr. Nicholas C.
Leone M. D. Chief of Medical
Investigations of the Dental Re-
search of the Public Health
Service and other members of
the Public Health department
with the cooperation of local
physicians and dentists. There-
port of the result of the study
were made public recently by
the Public Health Service.
Bartlett was selected as the

physical and dental examina-
tion X-rays and blood and
urine studies. All of the 1943
participants living and deceas-
ed were accounted for in the
1953 study.
At the beginning of the study
in 1943 participants ages rang-
ed from 15 to 68 years in both
towns. All were of the white
race. The group was selected by
a survey covering approximately
every household in Bartlett and
every third household in Cam-
eron. An adult member of each
household was interviewed and
a "household roster" was filled
out. In addition a "residence
and water history" card was
made for each household mem-
ber. On the basis of the data
obtained a random sample was
selected from those who met the
basic requirement.
The 1953 investigation in-
volved the location and study
of the group 10 years later and
a re-examination of as many
participants as possible. Ap-
proximately 71 percent of the
participants still resided in Bart-
ilett and Cameron. Another 8
'percent were deceased but data
was also obtained on them. A
. total of 47 had moved from the
areas 43 of which still live in
Texas 2 lived in Calif. 1 in
Okla. and 1 in New York City.
'All were examined and the data
obtained by the same procedure
as was used for the persons
who remained. At the conclu-
sion of the examinations a
summary of the finding in each
ase was prepared for the fam-
Jly physician.
At the conclusion of the
study as was expected dental
fluorisis was observed in Bart
lett in all of the participants
bom and in continuous residence
in Bartlett during the tooth
formative period. Dental Fluor-
sis is the spotting of the enamel
of the permanent teeth. In Cam-
eron the single individual with
dental fluorsis had a history of
early fluoride exposure. No new
cases appeared in the partici
pants oi eitner area in tne xv
year period. Other differences in
the two groups were no greater
than would be expected in a like
study of any two similar to
Bartlett and Cameron with or
without an excess amount of
fluoride in either water supply.
In March 1952 Bartlett with
the aid of the Public Health
Service took steps to reduce the
high fluoride content in Bart-
lett's drinking water supply with
the installation of an experi-
mental def luoridation plant here.
Although still in the experi-
mental stage the plant has suc-
ceeded in reducing the fluoride
content to approximately 1.2 p.
p. m. F. The plant is under the
direction of F. J. Maier Sani-
tary Enginerr Director of the
U. S. Public Health Service Di-
vision of Dental Public Health
Constant improvements are be-
ing made ih the operation of the
plant and research of the water
supply is continuing.
