AN ACT authorising unpaid warrants on the Treasury to
brur intrist.
SfioTioN t Bs it enacted by Iht Legislature qf the Stale qj
'J' .nm Tint when no account shull hereafter be presented for
tliiy .1 iinuiid for which an appropriation lias been made it shull
bo the duty of the Comptroller tj audit mid allow the claim it
legal and to issue his warrant for the uinonnt und if there he
n i money in the Treasury to pay the demand then the Comp-
troller Shall Issue his Warrant upoil the Treasury lor the amount
with ten per cent per annum interest from date hich warrant
shall lie countersigned by the Governor and snail be numbered
nnd indorsed by the Treasurer.
Sec. '1. That il shall bo the duty of the Treasurer on the
first day ol July A. L. I860 and every six months thereafter
to advertise in three papers in different ports oi the State for
the presentment of any such warrants as are mentioned in the
lio-t Beet ion of this act in the order of theis dates and numbers
nnd after the expiration of sixty days from such notice said
warrants uot presented shall cease to draw interest. Said war-
rants shall not circulate as money but may be assigned.
Sec. .'J. That this act take effect and l.e in force from and
u'o r ite I assnge.

AN ACT attaching certain unurg mited counties to orgnhh.il
counties tlierein named for Judicial on J other purpose
until organised.
Sectium 1. Be it enacted by the. Legislature of the State rf'
Texas. That the territories comprising the iiuorguiiis d counties
ii imed in this net until organized by the hiwa creating said coun-
ties shall be eousideicd at niched und part and portion of such
organized counties us hereinaftei named tor all judicial purposes
whatsoever and the county und District Courts of said organized
counties shall have full und entire jurisdiction over such unor-
ganized eoitntiis until properly organized themselves.
Sko -. For such purposes the counties of Coleman and
Runnels shall bu attached to the county of Brown and when
the county of Coleman is organized the county of Bunnell shall
be attached to the said county of Coleman.
Sko. H. The counties of Eastland Callahan and Taylor
shall be attached to the county of Comanche nnd when'the
county of Eastland is organized the counties of Calluhau and
Taylor shall belong to the county of Eastland
SBC. 4. The counties of Buchanan Shackelford und Jones
shall be attached to the county of Palo Pinto and when the
county of Buchanan is organized the counties of Shackelford
and Jones shall belong to the county of Buchanan.
Sec. 5. The counties of Throckmorton Haskell Knox
Baylor and Archer shall be attached to the county of Young
ami when Throckmorton is organized the counties of Haskell
Knox and Baylor shall belong to the county of Throckmorton.
Sec. ti. The counties of Clay Wichita Willbtirger Harde
man nnd dreer shall be attached tonhe county ol Montague I
and when the county ot Clay is organized the counties of
Wichita Will burger Hardeman and Greer shall belong to the
county of Clay.
Sec. 7. The counties of McCulloch und Concho slnll be
attached to the county of S.m Saba and when the county of
McCulloch shall be organized then the county of Concho shall
be attached to the county of McCulloch. The county of Men-
aid to the county ol Mason ; tho county ol Kimble to the
county of Gillespie ; tho county of Edwards to the county ot

Sec 9. The Governor shall immediately after tin passage
of this act appoint ouo Brigadier-Gcncrul in each Brigade
whose duties shull be to organize the militia us in section tenth
oi this act ; after such organization shall have taken place the
commissioned officers of each Brigade shall proceed to elect the
Brigadier-General of such Brigade und the person so elected
shall be commissioned by the Governor when the appointment
under this section shall cease.
Sec. 10. It shall b tho duty of each Brigadier-General so
soon as he may be elected nnd commissioned by the Governor
under the provisions of this net to proceed without delay to

CHAPTER 85.
AN ACT to prevent judgments from becoming dormant and to
create and preserve judgment liens.
Bection 1 Be it enacted by the Legislature of the State of
Texan That whenever judgment shall be rendered by any conn
within this State it shall be competent for said court or the
e'etk of said court to issue execution thereon at the instance of
a iv party interested and said judgment shall not become dor-
mint unless ten years shall have elapsed between the issuance
of executions on the same.
Sec. 2. That no judgment hereafter rendered shall operate
n a lien until tiled in the office of county clerk of the County
C 'iirt of the county where the same is rendered for registration
and it shall be the duty of the county clerk of each and every
county in this State to record all certified copies of such judg-
ments as limy be filed with him for registration at the earliest

CHAPTER 89.
AX ACT to provide for the organization of the Militia of the
State of Tt.xas.
Suctiox 1. Be it en icted by the Legislature of the State oj
Texas That every able-bodied tree male inhabitant of this Suite
between the ages of eighteen and forty-five years shall be liable
to perform military duty except as herciu provided ; but no
person shall be called on to perform military duty who shall not
at the time have resided at least one mouth in the Stalj.' and
ten days within the bounds of tb company to which bo belongs
except in coses of actual or threatened invasion in which case lie
shall perform such duty as may be required of other persons and
shall be subject to like fines and penalties.
Sec. 2. Judges of the Supreme District and Probate Courts
Secretary of State Auditor Treasurer aad Comptroller of the
State clerks of the Supreme and District Courts Justices of the
Peace Postmasters who have the care of the mails of the United
States. Post riders Public millers Ferrymen on public roads
Teachers and Professors in academies shall be exempt from
military duty except in cases of imminent danger insurrection
or invasion.
Sec. 3. The militia of the Stute shall be divided into six
teen divisions nnd thirty-two brigades ; two regiments shall be
formed in each Senatorial District except the twenty-ninth and
thirty-third districts which shall furnish two regiments. Two
regiments shall constitute a brigade and two brigades a division.
The first nnd second Senatorial Districts shall form the first
division ; the third and fourth the second division ; the fifth
and sixth the third division ; the seventh and eighth the fourth
division ; the ninth and fourteenth the fifth division ; the tenth
and eleventh the sixth division; the twelfth aud thirteenth the
seventh division ; the fifteenth and twenty-first tin- eighth divi-
sion ; the sixteenth and seventeenth the ninth division'" the
eighteenth and nineteenth the tenth division ; the twentieth
and twenty-eight h the eleventh division ; the twenty-second
and twenty-third tho twelfth division ; the twenty-fourth nnd
twenty-fifth the thirteenth division ; the twenty-sixth and
twenty-seventh the fourteenth division ; Iho twenty-ninth
I hilly-second and thirty-third the fifteenth division ; the thirtieth
and thirty-first the sixteenth division.
Sec. 4. The militia of each district when tho number of
persons tlierein subject to military duty shall be .sullicient to
constitute two battalions as hereinafter provided shall consti-
tute one regiment ; but when the number of militia men in any
district shall-not be sullicient to constitute two battalions the
militia of such district shall constitute a seperate battalion to be
lornied into independent compauies as may bo found most
convenient and when the number in any district shall exceed
he whole number hereinafter required to constitute a full regi-
ment including any independent companies which mav be raised
mint having a prior lien j in such county the same may be divided into two regiments by
