The fcliool law names Hie first of September in
ch year as the tirm for this oflice to make- the
annual distribution of this fund but for the snme
reason I pave your Excellency in my report last
year I have felt compelled to delay the distribu-
tion for this year until the present time.
On or before the 1st of July in each year the
Assessors and Collectors are required to transmit'
to this office the census of children of their re-
spective counties. On the 1st of July last of
ninety-six organized crmniis in the State but
thirty census returns of scholastic population had
been received at this office. On the 1st of Sep-
tember (when the distribution should have been
jnadc) but Hxty-mic hail made returns and to
this date the whole number of counties returned
is cventy-fonr leavipgtweuty-two counties from
which no Totums have been received and the
scholastic population of which I have had to esti-
mate in making the distribution for the present
year.
Of the ninety-six organized counties sixty-nine
made returns for 1854 of forty-six thousand nine
hundred and six; and fur 1855 of forty-nine thou
sand one hundred nnd ninetv-threc children of
scholastic age showing an average or general in-
crease of a fraction under five per .cent. There
were eighteen counties that made returns for
1654. hut. none for 1855. In making the-fiistfT-"
button to those eighteen counties fur the present
year I toflktlie returns for the previous year and
adding to them the fivejcr.eMjl-.j;ertcral increase
ascertauted-ftvm those counties that returned for
" both ycniB. There are fuar counties that have
wade no returns fur either 1854 or 1855. These
four counties are placed at the same estimate as
for the previous year.
By reference to Document " B" herewith sub-
mitted it will be seen to exhibit the total scho-
lastic population of the State (from returns aud
estimates) for the present year at sixty-six thou-
sand one hundred and fifty (06150) being an in-
crease of only six hundred aud eiphty-seven (037)
or a trifle over one per cent oi tnntot last year.
This difference in the per centago of increase
after adding in the counties estimated below that
of those counties returned for both years (which
was five per cent.) is attributable to the over
estimate made for tho counties of Cass Kusk and
Sxn Patricio for the year 1854 when compared
with the returns of the present year making a
difference less of two thousand five hundred and
fifty-one (2551) children being abrut four per
cent decrease on the total number of this year.
The pro rata distribution for the year 1655 is
one dollar and fifty cents ($1.50) for each child at
which rate for sixty-six thousand one hundred
and fifty children (G0150) makes the total distri-
bution for the year ninety-nine thousand two hun-
dred and twenty-five dollars ($9025.) leaving a
balance of the fuud ofoue thousand three huu-
dred and eighty-two dollars and ninety-one cents
($1332 91) for the payment of contingent ex-
penses and to mpniv deficiencies to counties
where the scholastic population has been esti-
mated too low. m
Tho balance of this fund as also any that may
' be retained from counties whereupon returns
'coming in shows the estimate made to bo too
large will at the cloni of the present fiscal year
be transferred to tho " Special School Fund"
