imposed; then the question nrUes as to lhe
collection or it. Shall we pass an ordinance
permitting all persons who are willing to
come and pay it; or course not it would be
child r ens play; no ordinance is necessary;
any one who desires to pay his tax may
come forward and do il "who shall hinder
him ?" 1 1 is necessary lo pass a law to com-
pel those who arc unwilling and the ordi-
nance was accordingly passed.
It has always been the practicr Tor the
eollcclor o we are informed byliirn to re-
ceive taxes upon properly whenever offered
whether the particular person liad been as-
sessed or not. So we will venture to say is
the practice every where ; nnd lhat no" in
stance can be quoted where the Revenue offi-
cer of a municipality has refused to receive
taxes so oflercd. The lax is morally due
whether assessed or not; il might be collect-
ed If lhe Corporation saw proper as it is in
Hamburg where every man goes to the
Treasury and secretly deposites his share or
the taxes no one except himself knowing
how much is depositod.
No the Board ol Aldermen are well a-
ware that aside from the privilege which
paying the tax brings along with it there
