which clearly reserves that power to the Gene-
ral Government alone.
The treaty making power of the Republic of
Mexico as well us that of the United States of
the North is vested in tho'Supremc government.
Yet this power is differently derived. In the
United States oi the .North there was originally
thirteen independent states and in the formation

whole states each pf the thirteen independencies
parted with a portion of their powers and vested
the same in the general government making
their constitution nothing more nor less than u
bundle of delegated powers; and all powers not
thereby conferred was reserved to the states in
their separate capacities.
