jjh lo The Citizens
flf Bartlett:
u "We your City Council make
' lihe following statement in or-
der th'at you will be informed
on the conditions we have been
u faced with for the past ten
.years.
In 1930 the assessed valua-
v 'tions of the property in Bart
lett were $1450000.00 ana tne
'tax rate for the City whs. 90
cents on the one hundred dol-
lars valuation. With Chat val
uation and that tax rate the
tax collections should hve been
18.050.00 per year. Each year
following 1930 the valuations
Jiave fallen until they are now
S900.000.00. a decline of over a
3ialf million dollars and the tax
a-ate has remained the same
The way we have met the
City's running expenses m the
face of the declining Sncome
was" we have lowered expens-
es used profits from the water
department 'and the light de
partment. The income of the
Xaght Plant is pledged tor the
payment of. the interest and
principal of the purchase mon-
ey bonds so the only way to as-
sist the general fund from the
.Light Plant earnings is to re
-duce the charges for energy
used by the City for street
'lighting and for pumping wa
ter. Where the Water Plant
- paid formerly for the electricity
;about ?7&.00 per month it now
pays S1.00 and where the gen
eral fund paid approximately
$50 per month for street light-
ing it now. pays. $1.00. These
iwo items alone have saved the
'eneral fund of the City approx
imately 81500.00 each year for
he past several years.
This past year when the Oil
Mill and Compress were moved
from Bartlett we saw where
iwe would have another loss in
."assessed valuations of 38700.-
100 which is by far the largest
isinge loss we have had. We
-knew that at that time we
would have to find some means
