TO UK ENTITLED
An act to punish laborers who
violate either written or verbal
contracts, and to provide a
penalty for affecting breaches
of contract betwten employer
and employe.
Be it enacted by tbe Legislature
of the State of Texas:
Section 1. That any farm la
boret working on shares of crop
or for wages in money or other
valuable consideration under a
verbal or written contract to la-
baron farmlands and who shall
thereafter willfully or without
just cause fail to perform the
reasonable service required of
him by the terms of said con*
tract, shall be liable t > a prosecu-
tion for a misdcMneanor, and on
conviction shall bo fined in any
sum not less than ten nor more
tli »n one hundred dollars; pr< •
vided, that the said verbal or
written contract be witnessed by

persons.

Dear Sir and Brother:
We desire to call your attention to
the enclosed bill introduced by J. J.
Swann of this Senatorial District and
tbe action taken thereon by the State
Senate and the Judiciary Committee's
majority and minority reports.
There is scarcely any need to point
out that this measure propoaea:
1. -To tm-lave the working man. r-«-
pocially the farm laborer and the ten-
ant farmer.
2. —To establish a perpetual injunc-
tion against the working men endeav-
oring to better their condition.
i.- To kick the man who is down
and force him into a contract at a
time when work is scarce and be sees
no other opportunity to make a living
4.—The farm laborer or te.nant is
not free to aoceju or reje«-t any con
tract tbe landlord may offer. H* must
accept, become a criminal or starve.
It—No contract without munial ben-
efits and penalties should be binding.
