Brown County Sheriff’s officials
released further details Tuesday af-
ternoon of the in-custody death of
a female Brown County Jail inmate,
who earlier Tuesday was reported
to have been abusing industrial
strength “ultra duster” as a means
of becoming intoxicated.
Sheriff Bobby Grubbs identi-
fied the woman as Courtney Ruth
Elmore, 33.
According to a press release
from Grubbs’ office:
Brownwood police arrested
Elmore at Walmart around 7 a.m.
Tuesday on a charge of “posses-
sion, use, inhale, or ingest of a
volatile chemical.”
“Ultra duster” is canned air and
is designed to be used to dust off
computers and other electronic
devises.
Elmore was intoxicated upon be-
ing booked into the Brown County
Jail, but was able to answer ques-
tions related to personal informa-
tion. Elmore was showered and
placed into a holding cell with an-
other female inmate. This inmate
reported to officers that she and
Elmore had general conversations
about being in jail.
Around 9 a.m., jailers checked
on Elmore and she appeared to be
OK and sleeping. At 9:13 a.m., a
jailer watching the holding cell on
a live video feed saw Elmore fall to
the floor from a seated position.
Jailers responded to the cell and
found Elmore was not breathing
and had no pulse.
CPR as well as a defibrillator
were utilized as rescue efforts on
Elmore while Guardian EMS was en
route. Elmore was transported by
Guardian to Brownwood Regional
Medical Center. Elmore was pro-
nounced dead after attempts by
the emergency room staff to revive
her where unsuccessful.

Not a Good Start
Morning driving Tuesday not an easy affair

tion of 377 and 183 in Early. The road conditions led to widespread closings of schools
and cancellation of activities. The National Weather Service expects a warming trend

reinstates
K-9 police unit

EARLY — Efficiency was
the order of the evening
for the Early City Council
Tuesday night.
The council took just
22 minutes to finish the
three action items on its
agenda, including approv-
al to reinstate the police
department’s K-9 unit.
Police Chief David
Mercer told the council
that when the unit was
disbanded several years
ago, the principal reason
was the cost of training
the dog.
“That was a dual pur-
pose dog,” he said. “That
dog was trained to find
drugs, to guard the officer
and to track people.
“There is a lot of train-
ing that goes into keeping
one of those dogs.”
Mercer said the dogs
the department has been
looking into acquiring
would be primarily drug
dogs, but also have the
tracking skills when those
are needed.
But it is Early and
Brown County’s location
that makes a K-9 unit
something worth the in-
vestment, Mercer believes.
“There is a lot of (auto-
motive) traffic that comes
through here,” he said. “I
hate to say it this way, but

Decoupage, watercolors, and pottery are on
the schedule for the demonstrations to be held
at the Stars of Texas Juried Art Exhibit from 9
a.m. to 3 p.m. Thursday.
With only two more days of demonstrations
and viewing at the gallery, be sure to make your
way out to the Depot Civic and Cultural Center,
as well as the Salon des Refuses, in the gallery
of the Brownwood Art Association at 215 Fisk
Ave.
Donna Thompson
Early artist Donna Thompson will demon-
strate techniques in decoupage for creating art.
Thompson said she has two children, who en-
joy creating arts and crafts, with her. As a fam-
ily, the Thompsons also recondition furniture.
“We have sold a few items,” Thompson said,
“but most items are given to our family and
friends as gifts.”

Woman arrested, drugs seized after traffic stop

EARLY — Same song,
different verse: another
traffic stop led to an arrest
on drug charges.
Early officer Stephanie
Brown arrested Amber
Tibbetts, 32, of Evant, on
charges of possession of
a controlled substance
over 200 grams under 400
grams, evidence tamper-
ing and possession of a
dangerous drug, Brown
County Jail records state.
According to Early
police:
Brown stopped a vehicle
at midnight Monday in
the 1400 block of Early
Boulevard. The driver was
extremely nervous and un-
able to answer questions
consistently.
After further investiga-
tion Brown searched the
vehicle and located several
different types of prescrip-
tion medication — later
identified to be sleeping
pills, muscle relaxers and
some antibiotics — but no
prescription.
After searching further,
Brown located several
items of paraphernalia
containing methamphet-
amine. Brown also lo-
cated two baggies with
methamphetamine in the
driver’s purse. The driver
attempted to destroy some
of the methamphetamine
by emptying the bag into
a soft drink in a cup.
Brown took the driver into
custody.
In other incidents:
• Deputy Terry Sliter was
dispatched Monday to a
residence on O’Neal, where
a woman said an unknown
male had cut her arm as
she let her dogs out. After
an investigation, it was de-
termined the woman had
intentionally cut herself.
The woman was trans-
ported by Guardian EMS to
Brownwood Regional Medi-
cal Center for a mental
health evaluation.
• Deputy Jim Cornelius
took a report from a man
and a woman who said a
woman had threatened to
shoot and kill them.
The pair said the woman
reached into the back seat
of her car for what they
believed to be a gun.
Others booked into the
Brown County Jail between
8 a.m. Monday and 8 a.m.
Tuesday were:
John Adams, 24, May,
assault.
Bradley Deschane, 28,
Brownwood.
Cory Griffin, 40, Burle-
son, driving with invalid
license.
Stephen Miller, 36,
Brownwood, driving with
invalid license.
Monica Smith, 25, Brown-
wood, 10-day commitment
for theft.
