Stevenson's iidministration was :
the focal point of one of the bit-
terest of all—the university of j
Texas row in which he backed i
the regents m their opposition to j
Dr, Homer P. Rainey. Stevenson,
who has often reasserted his be-1
lier that the best government is a
government of law and not of,
men. felt throughout that the
regents were acting within their.
legal rights. He merges from the
tight with men he api>ointeil in j
full charge of the affairs Of thei
University of Texas.
While the outgoing governor's
friends point proudly to the fact I
that under his administration the
condition ol state finances was
vastly improved, the highway
system enlarged and public wel-
fare stepped up, Stevenson himself
probably takes more personal
pride in some other less spectacu-
lar accomplishments.
For example, he had learned i
as a county judge that Texas was
doing far from *11 it should fori
it-! wards, such as the insane. He
set out to improve their circum-
stances.—first of all, to remove
them from the status of prison-
ers. To accomplish this aim he
enlisted the aid of his old fuend.
the late Weaver H Baker of June
tion as ch.mman of the hoard of
control. The eleemosynary insti-
tutions have subsequently been
enlarced, their capacities for (reat-1
ing patients and other wards
greatly improved, Ihe mentally iD
need no longer be kept in jails 1
and the detxirting governor con- <
siders this humanitarian effort one
of his greatest contributions to j
the state.

Inquiry Asked Into
Judge s Handling
Of Porlal Pay Suil
WASHINGTON, Jan 20—1.0—
Senator Eastland (D-Missi said
today the handling of a portal pay
case by federal Judge Frank Pic-
ard of Detroit should be investi-
gated by the house of representa-
tives “with a view to impeach-
ment.’'
Eastland is a member of a sen-
ate judiciary subcommittee con-
sidering legislation to outlaw more
than S4.000.000.000 of portal-te-
portal back pay claims. He sug-
gested the investigation, at a com-
mittee hearing after testimony by
Theodore R Iserman, a New’ York
attorney representing the Chrys-
ler corporation in connection with
the portal suits.
Iserman testified that Picard
heard a suit for $250,000 brought
against Chrysler by plant guards.
He said that during the trial Pic-
ard said he wanted it “under-
stood that I am strictly pro-labor
—I want these men 'the guards*
to get every penny that is com-
ing to them.”
Iserman told the subcommittee
that Picard later ordered this re-
mark stricken from the record.
The attorney testified that he had
later obtained a copy of the re-
mark from the court reporter.
