BROCHURE ANNOUNCED
BY POSTAL DEPARTMENT
The Post Office Department has
come out with a new brochure on
the lease-purchase program under
which many towns and cities are
beginning to get badly needed
post office buildings.
Entitled “Post Office Depart-
ment Lease-Purchase Procedures
and Documents,” the brochure
will be of interest to prospective
bidders and investors. It can be
obtained from the regional real
estate manager, A. P. DeWilt, Box
3, Dallas 21, Texas.
The lease-purchase law, enacted
by the 83rd Congress, makes it
possible to employ the financing
and construction capacity of pri-
vate enterprise to provide modern

Under this program, the Post Of-
fice Department may buy vitally
needed facilities substantially in
(he same manner that the aver-
age prudent American buys his
home in periodic payments like
rent. Excessive immediate out-
lays of public funds are thus
avoided.
Twenty-seven lease-purchase post
office projects have been ap-
proved, and four of them are in
Texas, at Garland, Grand Prairie,
Houston and Refugio. No dates
have been announced for adver-
tising for bids on these four proj-
ects, Mr. DeWitt said, although
action may come on some of
them later in the year. Additional
lease-purchase projects have been
approved by G. S. A. as federal
buildings at New Orleans, Lafay-
ette and Lake Charles, La., and
Gainesville, Texas. He stressed
I hat these four projects are being
handled entirely by General
Services Administration.
George A. Gray of Dallas, direc-'
tor of the Louisiana-Texas Postal
Region, said the lease-purchase
program combined with the regu-
lar leasing program gives the
Post Office two methods of ob-
taining badly needed new facili-
ties through private financing.
Costs under the lease-purchase
program, he said, must compare
with the rental of similar prop-
erty in the same or a like com-
munity. Based on analysis, the
Department will determine, and
then use, either the lease-pur
chase method or the regular leas-
