Car stranded after Heavy Rains
Crosby County has received heavy rainfall and many of the intersection in Ralls are flooded. A
motorist attempted to go through the intersection and was stranded at the corner of South Main
and 8th street in Ralls early Wednesday morning.

The Ralls City Council had
it’s monthly meeting, Monday
night, July 15. All City Aldermen
were in attendance. Mayor Jim
McDuff called the meeting to or-
der at 6:00 pm, the invocation was
given by Alderman James Mont-
gomery, followed by the Pledge
of Allegiance.
No items except the June
regular and special meeting min-
utes were on the consent agenda.
A motion to approve the items
was made by Alderman James
Montgomery, seconded by Al-
derman Brenda Evatt. The motion
was passed unanimously.
During the time allotted for
citizen comments or complains 3
citizens spoke to the Council.
Hazel Campbell spoke voicing
concerns about dogs and cats
running at large, vandalism on her
property. Glenda Pyle added to
Mrs. Campbell’s statements say-
ing “after (Mrs. Campbell’s)
nephew had asked certain people
to stop using their basketball goal
and stop trespassing in their
yard,” he found dog feces
smeared on his vehicle at least
four times. Mayor Me Duff ad-
vised the women to contact the
police department so a record of
the complaint could be on file and
advised them to contact the po-
lice each time there was an inci-
dent. He acknowledged the dog
and cat situation was a long
standing problem in Ralls and
advised them that Gus’s Friends
for Animal Welfare was working
with animal control officer Aunnie
Sellers to remedy the situation.
Jesus Gonzales spoke in behalf
of former Officer Jeremy Bartlett
stating various reasons why he
though officer
Bartlett was no longer em-
ployed by the city of Ralls. His
accusations were answered by
Aldennen Hamilton, Evatt, Mont-
gomery and Mayor McDuff stat-
ing they had met with officer
Bartlett and that he had not voiced
any of the complains raised by Mr.
Gonzales. Mr. Gonzales took his
seat.
The department heads re-
ports were accepted after a mo-
tion to accept was made by Al-
derman Cathy Davis, seconded by
Alderman Ricky Arthur, the mo-
tion was accepted unanimously.
The fire department stated that a
substantial donation of equip-
ment was made to them by the
Lubbock Fire Department. It was
noted this would be a great sav-
ing to the department financially.
A review of proposals for
water tower maintenance and the
hiring of a contractor to provide
these services was discussed at
length and resulted in a motion to
accept the contractor chosen by
the council was made by Aider-
man Montgomery seconded by

White Rivei Municipal Water
District Well Field Update
The District has obtained
approval from the Texas Commis-
sion on Environmental Quality to
start construction on Flowers
(260 gpm) and North Heinrich
(150 gpm) irrigation wells. After
improvements are made, these
wells will be public drinking wa-
ter wells. There are also plans to
drill a new well (260 gpm) on the
Flowers property. Approximate
completion date is September 1,
2013.
Two wells are currently in
service with a combined capac-
ity of260 gpm. Water quality test-
ing is being performed on seven
rehabilitated wells with a total ca-
pacity of 645 gpm. These wells
are expected is to be in service
by July 17,2013. Total output of
these nine wells is 905 gallons per
minute or 1.3 MGD (million gal-
lons per day). One additional well
(125 gpm) is expected to be in ser-
vice by August 15,2013.
With all of the wells in ser-
vice by September 1 capacity will
likely be 1,700 gpm or 2.448 MGD.
This equals 53% of the District’s
4.6 MGD rated surface water
plant. Customers typically use 1.5
MGD on an annual daily average.
2012 summertime usage rates have
been as high as 2.8 MGD.
The District also discussed
with TCEQ Drought Management
team staff members a possible lake
outage date of 8/15/13 based on
current levels of White River Lake
which is 31.5 feet low as of 7/9/13.
We encourage all of our custom-
ers to conserve our water. District
staff members are working dili-
gently at both our surface and our
well field ground water treatment
plant to maintain and exceed drink-
ing water quality standards and
availability to all our customers
during this major drought event.
White River Municipal Water
District extends our gratitude to
all of our customers, cities, coun-
ties and agencies such as the
Texas Department of Agriculture,
TCEQ and South Plains Associa-
tion of Governments for all of the
assistance working through the
Drought Disaster Grants. Our wa-
ter system will be better due to
these grants.

Much needed Rains pour
down on Crosby County
Light rains sprinkled down
on most of Crosby County Sun-
day night and Monday and
most of Crosby County received
about 6/10ths.
The heavy rains came Tues-
day night and most of the
County received from 2 1/2 to 4
inches of rain.
*Estacado received about 4
inches
* Bill Shields reports that the
Lorenzo area got from 2'1/2 to 3
inches.
* Philip Manske said that
Pleasant Hill over the 2 day pe-
riod recorded close to 3 1/2
inches.
* Kenneth Sellers reported
that his farm north and east of
Ralls received over 3 inches.
*Kerri Lowrie, north of
Crosbyton recorded over 3
inches.
* Roy Rogers told the news
that Brooks Ellison farms, south
of Crosbyton recorded about 3
inches.
* About 3 inches at Owen’s
Coop Gin on FM 40 and the three
inches at the Gin in Ralls.
*it was reported that Ca-
prock and Robertson both re-
ceived close to 4 inches.
* Associated Cotton Grow-
ers recorded close to 3 inches.
*The news was told that Big
Four area also received close to
3 inches.
*Brooks Ellison also re-
ported 3 inches in Crosbyton.

July 25, on the grounds of the
Crosby County Pioneer Memo-
rial Museum. So, grab up your
babies and bring your old ladies
and come to Crosbyton down-
town. The first new broadcast
from Crosbyton will be at 6:00
pin.

Supermarkets will provide a meal
and drinks and Bluebell Ice
Cream will provide a frozen treat.
While there you will be able to

running strong but it is still un-
determined how much will run
into White River Lake.
It is estimated that the dry
land cotton will make fairly good
from these rains but if the farm-
ers get another decent rain in the
next 3 to 4 weeks the cotton will
be better than average.
