sum gathered in this country would be

That broadminded Now York bank-
er and philanthropist Jacob H Schiff
delivered an interesting address the
other night in that city the occasion
being the joint annual meeting of four
Jewish educational institutions in-
cluding the Hebrew technical insti-
tutes for boys and girls These prac-
tical schools are helping piepare the
children of Jewish immigrants to win
their way in the great competitive
struggle a contlict that sharpens the
wits and prepares those engaged in
it lor high and responsible positions
Mr Schiff said in substance Sun-
day evening seems to be the accept-
ed time for union services What
higher religion is there than the as-
sistance your institutions are giving
mankind I wonder if the advocate
of restriction of immigration knows
what the Jew is doing to make good
citizens of the immigrants You take
the child boy and girl put him
through your schools and see that he
and she become useful members of
this gieat municipality Immigration
is not dangerous to society the ic
votso The Jew makes the best citi-
zen in this Amerlcun commonwealth
I do not fear that restriction will be-
come actual because if it did the use-
fulness of this great commonwealth

The oppressed Jews of other lauds
value the hospitnbly given opportunity
of becoming citizens of the great re-
public and to share in its multifarious
activities They have a claim on tho
hospitality of tho country for history
shows that several thousand Jewish
soldiers helped to win the Indepen-
dence of the thirteen colonies There
were good brains among the officers
of that race the value of whose ser-
vices was duly appreciated by Gen-
eral Washington
The children of the poorest Jewish
immigrants on arriving in New York
quickly become Americanized and
learn English with astonishing facili-
ty They are an intellectual lot of
youngsters and as they ascend in
school rank they capture a large pro-
portion of the prizes awarded for good
scholarship Such people are needed
for the great American melting pot
irom which is to come a great race
blend the like of which has not been
seen on earth This new race has
great duties and high destinies and
will play a leading role in the civili-
zation of the coming centuiies
At the recent meeting of the Texas
Conference of Charities and Correc-
tions Rabbi Henry Cohen of Galves-
ton was elected vice president At
this meeting Dr Cohen delivered an
address on immigration which was lis-
tened to with the deepesc attention
He advocated the establishment of a
bureau at Washington to direct the in-
coming flow of humanity away from
the centers of population into the ru-
ral districts and to such sections of
the country where it was most needed
and where opportunities for success
were greatest Texas alone Dr Co-
hen says could profitably absoib the
whole stream for years to come and
there is room and to spare all over the
great Southwest

Within the past year the newspapers of the country have
reported scores of collisions between automobiles and street-
cars resulting in great loss of property and blotting out of
precious lives Some of these accidents have been bloody
and sorrowful in the extreme
Within the same period the number of automobiles used
in Houston has been doubled There have been some colli-
sions in this city between automobiles and street cars In-
most cases the consequences have been slight In several
instances it was only by the merest chance that serious
tragedy was averted
We want to avoid these happenings by which the lives of
men women and children may be lost You should be even
more interested than we are because in such instances the
damage always occurs to the automobile and its occupants
and not to the street car
We beg to call to your attention the following warnings
1 Do not drive in front of a moving car No moving ob-
ject weighing twenty tons can be stopped instantly If
your power gives out or some object halts you while on the
track even a superhuman effort of the motorman is likely
to be unavailing
2 Do not dash onto a bridge or in a tunnel to beat the
car You may save a minute or two but again if your
speed is not up to your calculation your car is likely to be
caught between the street car and the wall of the tunnel or
the truss of the bridge Your safety is worth more than
your time
3 In driving along the street at the same time as the
street car please remember that while the motorman can
control the speed of the street car he cannot control the di-
rection of the car He cannot dodge your automobile if you
attempt to pass the car and at the same time cross in front
of it If your way is blocked it is impossible for the motor-
man to detour the street car around or stop in time to avoid
an accident Do not try to pass the car unless your way is
clear
4 Please remember that our cars are public conveyances
and they have to stop to allow passengers to leave the car
and therefore when you pass a street car give ample room
for passengers that may be alighting You do not want to
have the responsibility of life and death placed upon you
In conclusion we wish to assure you that it is our con-
stant aim to have our employes as careful and watchful in
avoiding accidents as they can be We will not permit reck-
less employes to remain in our service To accommodate
the public we must run heavy cars along crowded streets
at a speed which will give reasonably rapid transit We are
doing our best to perform this service and at the same time
avoid accidents You also in speeding your cars along the
same highways must have a proper appreciation for the
necessity of constant care and watchfulness You cannot af-
ford to take chances that may result in suffering to your-
selves or a loss to the community or to your family We
want to cooperate with you to avoid happenings that may
prove costly to both
