the city persist in not building it
up and will not sell then they

are property owners who can see a
profit to themselves as well as
building up the city by building
up their vacant property The
retail trade will follow the new
buildings sure because the stores
will be of thelatest style and more
attractive All kinds of goods can
be shown to better advantage The
ladies will like it better The
trade is likely to drift towards
and around the new library and
postoffice A few cannot hold the
lid on the town nor can they hold
it down If they want to see their
property enhance in value they
had better listen to reason lease
their buildings for a term of years
and then build such buildings as
the renter wishes and the rent will
justify If this is not done soon

river is being used as it has

coming our way Property owners
are preparing to take away the old
plank sidewalks and put down con-
crete Some are going to take out
the present show windows and put
in the latest and most attractive
What conclusion can any one reach
than the change for which many
have been ever fighting is taking
place No one now questions the
fact that Jefferson will have water
rates in the very near future No
longer than last Saturday Segal
Erambert received by the propel
ler Morris Sheppard a cargo of
groceries from Mooringsport and
60000 Bhingles from Mundys

of sugar coming the same way soon

their groceries come by water

Great Northern says to the Inter-
state Commerce Commission that
the railroadehave been attempting
to bore a three inch hole with an
inch and a half augur That the
freights of the country have in-
creased in 10 years 110 per cent
the railroad mileage and facilities
20 per cent It will require the
construction of 73000 miles of rail-
road an expenditure of 5500
000000 in five years The coun-
try cannot furnish it

Maxim Gorky has broken out again
He writes from some obscure villaee in
Europe that there is nothing congenial
in America
Gorky it will be remembered is the
Russian novelist who was in this coun-
try about a year ago accompanied by a
woman who was not his wife He evi-
dently thought that during his stay in
this country he would be treated like a
prince and that nothing would be too
good for him Such might have been
the case had he been accompanied by
his wife But he did not know the peo
ple of this country Virtuous woman-
hood wifehood is respected in this
country The Americans thinks other-
wise than that woman was created for
mans convenience or that a man can
desert his wife on a mere whim In-
stead of the royal reception he antici
patedhe was coldly received How he
was turne < Iawiy fron hotel after hotel
and how he finally is sheltered by
soine of his own ilk is still fresh in the
minds of your readers Gorky seems to
bo sore over his treatment by the
American peope but nobody is worry
ing over this There were no tears shed
when he left and if he will only stay in
some obscure spot all will be well
While here he sent a telegram to a
French publication saing that per-
sonal liberty is as much hampered in
this country as in Russia I think it is
quite clear to all what kind of liberty
Gorky had reference to
Did you ever notice the kind of peo
ple who are always raising the cry of
personal liberty They are as a
rule a classs of people who wants to do
something that is not sanctioned by
good society If their actions are crit
icised they raise that stale threadbare
argument personal liberty They
swell up and tell you they will do as
they please no matter if their acts are
offensive to you That dont make any
difference to them They say You at
tend to your own business This is
the argument of the drinking man of
the gambler and the libertine Even
the thief wants personal liberty
It appears to the writer that society
has something to say about this per
sonal liberty question We think it
will be conceded that society has the
right to enact lafts for its own protec-
tion
There is a law prohibiting the carry
ing of concealed weapons This law
was enacted at the demand of society
to prevent the shooting down
or killing a person for a trival offense
or in a fit of anger As far as the mere
act of carrying a weapon is concerned
no ne cares but the use you are liable
to make of it is what is objected to
The people are not eoing to take any
chances It may be a restraint on your
personal liberty to prohibit you car-
rying concealed weapons but public
sentiment demands it
There is the law regulating the sale
of intoxicating liquors Such as selling
to minors and habitual drunkards sell-
ing on Sunday and in some States the
law prohibit the dealer selling to the
husband when the wife notifies him
not to Sooiety demands that the hus-
band and father shall provide for his
wife and children It is not the mere
act of taking a drink that any one ob-
jects to but the influeuce or effect the
liquor has on you is what is ob-
jected to Man has committed many
a foul crime while under the
influence of liquor When you get
drunkjand make yourself obnoxi-
ous and a nuisance to others then
it becomes their business as to
whether you take a drink or not
They have the right then to step in
and do a little regulating or perhaps
prohibit the sale of intoxicating liquor
altogether This may be an obnoxious
law to you but remember that when
you get drunk and zo staggering around
the streets using foul language want-
ing to fight and perhaps go home and
beat your wife squander all your
money for liquor and leave your family
dependent on charity you make your-
self very much obnoxious to others
and can you blame them for wanting
to make laws for their selfprotection
In enacting the liquors law the good
and welfare of the future generation
were held in view There are a few peo-
ple at least who want to raise their
children up to moral sober and lawa
biding citizen The regulating of the
sale of liquors may be a little restraint
on your personal liberty but pub-
lic sentiment demands it
There is a gambling law Society
demands that instead of risking your
money in a game where you have only
about one chance in a thousand to win
you shall provide for your family and
pay jour honest debts The good of
the crowing boys is also held in view in
prohibiting gambling Who wants
their boys raised np to be gamblers It
may be a restraint on your personal
liberty to say that you shall not gam-
ble but it is backed up by public sen-
timent
Then there is the marriage law So-
ciety demands that when you take a
woman to be your wife you shall pro-
tect and provide for her and that you
shall not marry her merely to cratify a
little brute passion It demands that
you and your wife shall live together

sons therefore You can not separate
just as a whim may seize you You are
not allowed to take another wife until
you are separated from your firet So-
ciety demands that you hold the marri-
age relation sacred and not seek the
society of other women This may be
some more restraint on your personal
liberty but society demands it
These laws are not made just to hold
you in check but as previously stated
in this article the good and welfare of
the future generations is held in view
If all laws were repealed and every one
was permitted to do as he pleased
what kind of people would there be in
a few more generations They would
be lower than the lowest brutes It
would be hell on earth
So Mr Man if you aro determined to
go to the devil z > hut society will
make an effort to save jour children if
there be aiy who acknowledge you pa-
pa without hanging thtir heads

District of Illinois is concerned
the legality of the union of the
Presbyterian and the Cumberland
Presbyterian Churches is sustained
The court handed down a decision
today affirming the decision of the
circuit court of Macon County
which had refused to issue an in-
junction filed by Joseph Russel
and other members of the Cumber-
land Presbyterian Church to re-
strain J B Nail and other com-
missioners of the Presbyterian
Church from perfecting the union
of the two churches The Appel-
late Court holds that the civil court
have no power or authority to pre-
vent by injunction the union of the
two bodies that the question is
one ecclesiastical courts to deter-
mine

was as touching as it was beautiful

the high esteem in which she is

was most delightiful and enjoyed

ure knowing that each year will
have greater pleasure for the lov-
