building
At the stroke of 12 Chairman
Eckford of the Dtllas citizens re
ception committee called the con-
vention to order and introduced
Bishop Garret who dolivcnd the
opening prayer after which Man-
ager Barry welcomed lh delegates
to Dallas and got himself cheered
to the echo by informing them that
it they got into trouble he would
help them out if they eeut for him
Mr Eckford then presented CIinir
man Bnkcr with a gavel aud the
latter tapped on tlio table with it
declaring the convention open for
business and made a brief address
to the delegates After an eloquent
reference to tho origin of the Amer-
ican Union and the birth of dem-
ocratic principlep he referred fo
the question of etafev6 rights tliu
Ji5erson regarded theE npport of
the state government of all their
rights as the Etirest bulwark against
increasing their responsibilities
making them morejealous of their
right s and more loyal to their gov
ernment Jefferson 6aid I believe
it is the only ono where every man
upon call would fly to the sappport
of the law and would meet invasions
of public order as their own per
gonal concern1 Under a strung
central or monarchic form of gov
ernment there fa a want of self re
liance the citizen is dependent his
importance minimized and his in
fluenco rarely impressed Vipon the
laws o f his cottntrV but here the
very air that vo breatho 6oems to
inspire us with mauh oo d courage
and independence Long bulore

ganiisHtion ol the democratic party
tho pilgrims of the Mayflower
declared that no act imp osition
law ordinance be made or imposed
upon us at present or to come but
such as has been or shall be enact
ed by the consent of the body of
freenien or associates or their re
oresebtati ves legally assembled
Our whoTe idaa of local eelf gox
ernment was implanted by the
pilgrims and as long S3 it has a
home in every household and its
fires are kept burning on every
hearth supported by the principles
of tqual Htid cxict justfeo to all
men of whatever state or persua-
sion religious or political a iealous
care of the right of election by the
people and tho absolute acquies-
cence in the decision ot tho majori-

ever
Spaeking ol the present adminis-
tration he said There are those
who charge the democratic party
with tho responsibility of the pres-
ent condition of affair and others
who have been duped by the
fallacies 6f populism who believe
that the democratic party within
less than eighteen months should
have unraveled the complications
of republican misrule of a quarter
of a century Our administration
is in its infancy and is confronted
with issues that involve tho fnture
welfare of our people at home and
abroad Wo should pntiso and
consider well before acting It is
better to retHain silent than to err
Our leaders who aro resisted at
