This report develops a study design in order to investigate and analyze factors such as employment, income, education, and health, which contribute to current housing conditions. The study will also attempt to point out methods whereby member governments can begin to deal effectively with the housing situation from three viewpoints: rehabilitation, maintenance and the halt of obsolescence, and the provision of an adequate supply of new housing.
